INDUS supports the planning, coordination, and installation activities of Combat System and Command, Control, Communications, Computer, and Intelligence (C5I) Systems in aircraft carriers, and other strike group or strike force units (including but not limited to LHA, LHD, LPD, and other L-Class units). Our team is directly responsible for supporting the planning, budgeting, and execution of New Construction (SCN) testing and modernization efforts on Amphibious ship Combat Systems for Naval Surface Warfare Center (NSWC), Port Hueneme Division (PHD), Ship Defense and Expeditionary Warfare Department, Amphibious Combat Systems.
Reporting to the Program Manager, the Littoral Combat Ship (LCS) Test Coordinator coordinates test events in support of Strike Group participant Littoral Combat Ship (LCS) class ship Combat Systems modernization, integration, and management during CNO availabilities, Continuous Maintenance Availabilities (CMAVs) and high visibility Windows of Opportunity (WOOs) on the CVN/L-Class Support Services contract. This position has openings in San Diego, CA.
What You'll Do
- Act as the central point of contact for all Combat Systems (CS) test planning, scheduling, execution, and lessons learned.
- Identify, gather and disseminate the industrial test procedures for Combat System (CS) Alteration Installation Team (AIT) modernization.
- Develop Test Sequence Networks (TSNs).
- Build Compartment Release Schedules for testing showing the support testing service requirements (HVAC, chilled water, power, etc.) by space.
- Monitor and provide status of Combat Systems testing, test schedules and issues.
- Evaluate installs for test impact and identify issues and the CS testing Critical Path.
- Identify and assist in the arrangement of special services (ranges, test equipment, data recording, etc.) for test events.
- Participate as a Subject Matter Expert in CS testing in modernization planning and execution meetings and events.
- Identify/track/work to resolve CS certification requirements and issues.
- Provide testing inputs to the CS Project Engineer (PE) for inclusion in weekly status reports.
- Coordinate in-briefs and out-briefs of testing events and requirements.
- Manage ship rider lists for sea trials and coordinate ship rider requirements.
- Ride LCS-class ships during sea trials and dynamically document ship test status and issues.
- Monitor availability work package and provide weekly status reports.
- Resolve and document test issues, assist the ships in execution of Sea Trial CS events, and manage Pre-Installation Check-Out testing and system assessments.
- When a government Combat Systems Project Engineer is not available the Test Coordinator will have additional duties:
- Provide comprehensive CS daily & weekly status reports (progress availability CS testing and installation status, schedules, issues, risk evaluations and provide various Courses of Action).
- Coordinate CS teams supporting the availability/window with the Naval Supervisory Authority (NSA) and shipyard quantifying and resolving technical issues, attending and providing input to production meetings, providing a daily on-deck presence at the ship, participating in planning meetings, integrating emergent modernization, assisting in the resolution of Corrective Action and Condition Found Reports and remaining current on modernization plans.
- Provide inputs to PHD NSWC N60 Division metrics, lessons learned, process improvements, Standard Operating Processes (SOPs) and instructions relative to LCS CS testing and CS efforts.
- Develop and provide inputs to presentations and meetings for the Modernization & Installation Department and Program Offices.
- Develop minutes from various technical meetings.
- Bid and proposal support if requested.
- Other duties as assigned.
What We're Looking For
Required Qualifications:
- An active secret clearance is required to be considered for this position.
- BS degree from an accredited university in engineering or a related technical field required. Additional years of experience may be substituted in lieu of a degree.
- At least five (5) years of systems engineering/combat systems integration experience OR a minimum of 15 years of technical experience showing progressive advancement of roles/responsibilities.
- Must have experience with standard Combat Systems Engineering principles, theories, concepts, techniques, and systems integration aboard U.S. Navy Ships.
- Knowledge and operational experience of Littoral Combat Ship (LCS) Command, Control, Communications, Computers, Combat, and Intelligence (C5I) systems, installation process, and associated test procedures.
- Expert knowledge of the Littoral Combat Ship (LCS) Integrated Combat Systems (ICS) suite.
- Travel Required: ~20% travel required to support test demonstrations (in port and underway).
- Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
Desired Qualifications:
- Prior U.S. Navy experience as a Fire Controlman or Electronics Technician aboard Littoral Combat Ships is highly desired.
INDUS aims to provide a competitive compensation package, including a strong pay for performance rewards approach. The expected base pay range for this position is $95,000. – $115,000.
