The Site Shift Lead serves as a management representative on each shift, providing operations support to all assets (Acetic Acid, Plasticizer-168, Utilities and Logistics) and serving as the on-scene Incident Commander in the event of an emergency. During off-hours shifts and weekends, this position is responsible for supporting operations, laboratory, logistics, asset support and contractor resources on site. This position works a 12-hour rotating shift, including nights, weekends, and holidays.

Accountabilities of the job:
Accountability 1: Meet all SHE objectives and comply with all governmental laws and policies for a manufacturing site.
- Compliance with and promotion of different behavioral and process safety initiatives and measures including Life Saving Rules, 20 Safety Principles, INEOS Group Guidance Notes (IGGN’s), etc.
- Performs regular audits of site personnel and process safety programs and provides feedback to Supervisors around the site as necessary.
- Responsible for ensuring the site is staffed with adequate Emergency Response Team (ERT) and Medic-qualified personnel for each shift.
- Serves as a safety champion for the site, practicing and teaching good safety work habits to employees including regular safety discussions with INEOS site employees and contractors.
- Conducts incident investigations for off-hours incidents where immediate investigation is required and follows up with the appropriate Supervisors as necessary.
- Assists with Safe Work Permitting by supporting permit reviews with Operators and field walks of Life Critical Permits.
- Able to serve as second level Safe Work Permit approver.
- Serves as the on-scene incident commander during plant emergencies. Responsible for controlling the emergency scene, maintaining personnel safety, minimizing property and equipment losses, headcount of personnel, communication to Emergency Operations Center (EOC).
- Works with Fire & Safety Specialist to coordinate emergency response needs including process isolation and area clean up activities.
- First point of contact for off-site incidents, chemical transportation emergencies, and incident involving other area plants. Compiles all pertinent information and makes notifications to INEOS personnel, or law enforcement agencies, other area plants, and neighbors as conditions warrant.
- Serve as communications link between all departments and personnel on-site after hours.
- Maintains staffing schedules for all operations assets to ensure proper staffing on the basis of qualification, overtime rules and ERT/Medic minimum staffing requirements.
- Performs regular rounds of the site each shift to maintain a big picture view of areas as well as how issues occurring externally impact the plant and docks.
- Communicate to plant management on safety, environmental, or process issues that occur off-hours.
- Leads start of shift safety meetings to align all operations personnel on a safety-focused mindset and communicate any site-wide events.
- Ensure all required activities are carried out per maintenance and operations work plans and schedules during off-hours.
- Responsible for supporting Logistics (marine, truck, and rail loading and unloading) activities occurring during off hours on their shift.
- Authorizes unit restarts on off-hours.
- Responsible for driving improvement in aspects of AsCare Element 1 (Housekeeping), Element 2 (Civils) and Element 3 (Asset Condition) to achieve annual targets.
- Responsible for safe operation of the process within operating envelopes.
- Lead operators working in the asset during 12 hour shift.
- Ensure required operations tasks are completed on shift including operator rounds and inspection checklists, samples, and issuing of safe work permits.
- Responsible for entering high quality Work Notifications (WN) that don’t require rework or reject and communicate the scope of repair needed to the asset work execution team for any maintenance needs that the outside operators identify during the shift.
Level of Education & Knowledge:
- 18 Years of Age with a High School diploma or GED
- 10 years of plant operations experience that includes significant process troubleshooting.
- 5 years Console Operator experience
- Supervisory experience with demonstrated leadership competencies preferred; prior supervisory experience (including with other companies) required if less than 5 years' experience in plant operations within the company.
- Must possess or obtain a Transportation Worker Identification Credential (TWIC) card prior to first day of employment.
- Possess a current, valid license to operate a motor vehicle in the United States.
- Must be legally authorized to work in the United States on a permanent basis without visa sponsorship (U.S. citizen, U.S. Permanent Resident)
- Possess skills, knowledge, and training related to implementation of Life Saving Rules and safe work practices such as lock out/tag out, system and process openings, working at heights, hot work, confined space entry, energized electrical work.
- Strong knowledge of chemicals and their safe handling
- Experience with Emergency Response
- Basic understanding of window-based programs: MS Word, MS Excel, Outlook
- Experience with coordination of maintenance activities
