The Olefins & Polymers USA division of INEOS USA LLC (“O&P�) is one of the largest producers of Olefins and Polyolefins in North America. The Pipeline Supply Organization (PSO) department of the business operates the Stratton Ridge (SR) salt dome storage facility, the Hobbs Fractionation Complex (HFC), and 450 miles of pipelines in the South Houston region. The Hobbs Fractionation Complex separates Y-Grade NGLs and produces C2s, C3s, and C4 and serves as an important part of the CBW supply portfolio. The Stratton Ridge salt dome storage facility stores various feedstocks and products and is integrated with the pipelines systems for transport and distribution.
How the Role Fits In :
The Capital Projects Manager is responsible for portfolio management as well as some direct project management for capital spending within the PSO group.  The incumbent is a key driver in the long-term asset planning of PSO sites at Stratton Ridge and Hobbs, as well as more than 500 miles of pipeline systems. Â
Responsibilities AND Accountabilities
Leadership and Management:
- Lead a team of engineers, providing guidance, mentorship, and support throughout the planning phase (FEL1 & FEL2) of capital projects.
- Manage and oversee the creation of detailed technical plans and designs, ensuring accuracy, feasibility, and alignment with client requirements and budget constraints.
- Review and approve engineering plans, specifications, and other documentation during the preconstruction phase.
Preconstruction Planning :
- Develop comprehensive preconstruction plans that outline scope, timelines, materials, costs, and resource allocations.
- Collaborate with project managers, estimators, and procurement teams to develop accurate cost estimates and value-engineering solutions.
- Ensure compliance with the Capital Project staged-gate process and associated deliverables.
- Work with Project Execution team and clients to resolve design challenges and provide engineering solutions.
Risk Management:
- Identify potential risks or obstacles during preconstruction and work with the team to mitigate and manage these risks.
- Conduct feasibility studies and site assessments to identify any site-specific challenges or opportunities.
Stakeholder Collaboration:
- Serve as the main point of contact for internal teams, external consultants, and clients during the preconstruction phase.
- Present technical concepts, proposals, and updates to clients and stakeholders in a clear and concise manner.
Continual Improvement:
- Implement best practices and continually seek process improvements to increase the efficiency and quality of preconstruction services.
- Stay up-to-date with new engineering technologies, industry standards, and construction trends.
- Ensure lessons learned are capture and communicated on projects.
Skills & Knowledge Required
Level of Education & Experience
Engineering or Technical degree required.
The successful candidate should preferentially have:
- 7-10 years of relevant experience with at least 3 years in a leadership or management role, including portfolio management
- Strong understanding of engineering principles, construction processes, and preconstruction methodologies.
- Excellent leadership, communication, and interpersonal skills.
- Experience within a chemical manufacturing (or other downstream) operation.
- A demonstrated familiarity with a staged-gate Capital execution process and underlying project methodologies
- Ability to analyze and resolve complex technical issues effectively.
- Strong organizational skills with the ability to manage multiple projects simultaneously.
Skills and Knowledge
- Experience and knowledge of chemical/maintenance operations and regulation.

Basic Requirements
- Legally authorized to work in the US without sponsorship
- Must currently hold or be able to qualify to receive a Transportation Worker Identification Credential (TWIC) card.Â
- 7-10 or more years of experience in refining or chemical production facility with capital project execution.
