Job Summary:
ITS, LLC is an engineering services company specializing in cybersecurity, software development, and aerospace & defense contracting. We are seeking a Proposal Manager to lead and coordinate proposal efforts for DoD and federal contracts, while also playing a key role in capture, business development (BD), and pipeline management. This is a high-impact role that requires strong technical writing skills, organizational abilities, and a deep understanding of the federal procurement process.

Proposal Development & Management
- Lead the full lifecycle of proposal development, including RFI responses, white papers, and full technical and cost proposals for DoD and other federal agencies.
- Write, edit, and manage technical proposal content, ensuring compliance with RFP/RFQ/RFI requirements and alignment with evaluation criteria.
- Collaborate with SMEs, engineers, and project teams to develop clear, compelling, and technically sound proposal content.
- Manage proposal schedules, compliance matrices, and submission deadlines to ensure timely delivery.
- Work with pricing teams to develop competitive pricing strategies and cost volumes.
- Develop and maintain reusable proposal content, templates, and boilerplate text for efficiency in future opportunities.
Capture & Business Development Support
- Support capture management efforts, including opportunity research, competitive analysis, and teaming strategy development.
- Engage with potential teaming partners, subcontractors, and key stakeholders to strengthen proposals and capture efforts.
- Assist in the development of win themes, differentiators, and value propositions tailored to customer needs.
- Support business development by identifying and pursuing new opportunities within DoD and federal markets.
BD Pipeline Management & Strategy
- Maintain and manage the BD pipeline, tracking opportunities from lead identification through award.
- Develop reports and dashboards to provide visibility into pipeline status, bid/no-bid decisions, and win/loss analysis.
- Work with leadership to develop and refine BD and proposal strategies aligned with company growth objectives.
- Stay current on DoD procurement trends, contract vehicles, and acquisition strategies to proactively position the company for success.
Preferred Qualifications
- APMP certification or Shipley training is a plus.
- Experience with SBIR/STTR, IDIQs, GWACs, and other federal contract vehicles.
- Background in cybersecurity, software development, aerospace, or defense-related fields is a strong plus.
Education/Experience:
- 5 years of experience in proposal development for DoD or federal government contracts.
- Proven ability to write and manage technical proposals, including knowledge of Shipley processes and proposal best practices.
- Strong understanding of DoD procurement, FAR/DFARS compliance, and government contracting.
- Experience managing a BD pipeline and supporting capture strategy.
- Ability to engage and collaborate with technical teams, BD professionals, and leadership to develop winning proposals.
- Excellent project management skills, attention to detail, and ability to work under tight deadlines.
- Proficiency in Microsoft Office Suite, Adobe Acrobat, SharePoint, and proposal management tools (e.g., GovWin, SAM.gov, or similar CRM systems).
- Strong communication and interpersonal skills, with the ability to lead and coordinate teams across multiple disciplines.
Clearance Requirement:
- Secret or higher security clearance (or ability to obtain).
