As part of the Department's efforts to re-engineer and modernize core financial systems, over 1,500 computing assets have been identified as performing financial planning, analysis, and management functions impacted by the State of Florida’s accounting system. The Florida Planning, Accounting, and Ledger Management (PALM) Project is a multiyear initiative aimed at replacing the State of Florida's accounting and cash management systems with a modern financial management solution. The project aims to replace Central, Payroll, and Departmental FLAIR functionality, with a scheduled go-live date of January 6, 2026. The computing asset modifications necessary for the FDOT PALM System Transition (FPST) will be completed over two years, aligning with the Florida PALM Project schedule. To facilitate this transition, we seek a Tibco Mainframe Focus/WebFocus expert to lead the effort in updating our numerous Focus assets. Focus has been used extensively by the department to develop reports, interfaces, and applications for over twenty years. The ideal candidate must be capable of analyzing and documenting these programs effectively.

Primary Job Duties/Tasks
The selected candidate will be responsible for the following:
- Monitor service desk tickets and resolve issues as assigned.
- Perform advanced troubleshooting to determine the root cause of problems.
- Identify, analyze, and resolve problems using troubleshooting tools and techniques.
- Research, document, and understand FDOT business processes and technical assets.
- Provide high-level customer service by keeping users informed.
- Assist customers in developing business cases.
- Conduct application testing, including full unit testing before deployment.
- Work as a senior developer on cross-functional application projects.
- Responsible for full lifecycle application development.
- Ensure alignment of development initiatives with department strategies.
Experience Requirements
- 5 years as a lead developer.

8 years of experience with development technologies, including:
- Microsoft .NET (C#), ASP.NET/MVC, WCF/WebAPI
- SQL Server, JavaScript frameworks (Angular, Knockout, etc.)
- REST, XML, JSON, HTML, Python, and CSS
- Preference for candidates with experience converting legacy systems (DB2, COBOL, CA-GEN, FOCUS) to modern technology.
Key Knowledge, Skills, and Abilities (KSAs)
The ideal candidate must demonstrate the ability to:
- Apply design patterns, performance optimizations, and troubleshooting strategies.
- Work with development methodologies, including waterfall and agile.
- Architect and deploy high-volume, transaction-based web applications.
- Work with Relational Database Management Systems (RDBMS), including DB2 and SQL Server.
