Scope of Services:
This position will support the Application Services Office with the System of Engagement (SoE) in the development and deployment of cloud solutions, GIS support, and other related tasks as outlined in the primary job duties. The selected candidate will work closely with internal and external stakeholders to ensure efficient system integration and support for FDOT's GIS initiatives.
Education Requirements:
- Bachelor’s Degree in Geography, Computer Science, Information Systems, or a related field, OR equivalent work experience.
Experience Requirements:
- Minimum of 8 years of experience in web-based application development (e.g., ESRI WebApps) with ArcGIS Enterprise.
- Minimum of 5 years of experience with ArcGIS Enterprise.
- Minimum of 5 years of experience in ArcGIS Portal management.
- Minimum of 8 years of experience with ArcGIS Online.
- Experience with SQL Server & Geodatabase management.
- Minimum of 5 years of experience with ArcGIS for Desktop and Extensions.
- Minimum of 5 years of experience with ArcGIS Pro and Extensions.
- Experience in developing and maintaining documentation, including metadata.
- Proficiency with Mongo, Express, React, Node.js (MERN), .NET Core, Entity Framework, SQL Server, or Angular.
- Minimum of 5 years of experience in developing cloud solutions or web-based ArcGIS APIs (e.g., ESRI JavaScript API, ArcGIS REST API, Portal API).
Primary Job Duties/Tasks:
- Develop and deploy cloud solutions for FDOT’s GIS System of Engagement (SoE) to optimize system integration and resource utilization.
- Assist in maintaining and upgrading AASHTOWare systems.
- Support Application Services Team in optimizing existing processes, applications, databases, and web interfaces.
- Gather business requirements, develop deliverables, and conduct data analysis to support FDOT operations.
- Provide technical GIS support for FDOT Central Office and Districts, including ArcGIS Enterprise and Portal management.
- Offer technical support related to ArcGIS Online, ArcMap, ArcGIS Pro, AASHTOWare, and ArcGIS Server extensions.
- Design and implement GIS solutions, ESRI WebApps, and AASHTOWare projects.
- Install, develop, and manage ESRI ArcGIS Enterprise environments and desktop software.
- Manage Portal user accounts, collect metadata, and perform system troubleshooting.
- Perform additional technical assignments to support FDOT’s Application Services.

- Extensive experience with ArcGIS Enterprise and ArcGIS Portal management.
- Expertise in GIS data management, governance practices, and metadata maintenance.
- Ability to assess business needs and provide GIS solutions for workflow optimization.
- Proficiency in Esri software suite installation and configuration.
- Familiarity with Mongo, Express, React, or Node.js (MERN) is desirable.
- Collaboration with the Transportation Technology Office for application development and deployment.
- Experience in SDE Geodatabase design and management.
- Strong troubleshooting skills for web application issues.
- Ability to support technology and functional upgrades of GIS software and applications.
- Migration of legacy applications to the GIS Enterprise platform.
- Capability to create, publish, and manage map and data services within the ArcGIS ecosystem.
- Regularly perform Portal content and web mapping health checks.
