Primary Responsibilities:
- Oversee IT procurement, finance, and purchasing operations, ensuring compliance with fiscal policies and best practices.
- Process requisitions, purchase orders, quotes, and supplier management.
- Conduct market research, negotiate pricing, and establish terms and conditions for IT services.
- Create and manage procurement documents such as RFQs, RFPs, RFIs, and ITNs.
- Manage vendor relationships and monitor contract performance.
- Assist in developing Scopes of Work (SOW) and providing guidance on improvements.
- Resolve invoice discrepancies and liaise between vendors and internal stakeholders.
- Coordinate solicitation and contract workflows, ensuring seamless vendor selection and procurement processes.
Required Skills & Experience:
- Proven expertise in procurement, vendor negotiations, and contract management.
- Experience handling complex, multi-vendor procurement processes, preferably in government agencies.
- Knowledge of federal and state fiscal regulations and procurement policies.
- Ability to manage federal funding and reporting requirements.
- Strong analytical and problem-solving skills to evaluate and negotiate contracts effectively.
- Excellent communication and organizational skills.

- Prior experience with state budget processes and procurement.
