The Florida Department of Law Enforcement (FDLE) is seeking a skilled Systems Analyst to contribute to the MEPIC Technology Upgrade Project. This position operates under the direction of FDLE’s assigned supervisor, ensuring that project goals and objectives align with the approved Legislative Budget Request (LBR). The selected candidate will be part of a development team responsible for designing and implementing a new system that integrates several interfaces with internal and external FDLE systems while incorporating technology advancements.
Description
Role and Responsibilities:
- Analyze and understand business processes to develop a new system using Java/Angular/Spring Boot and SQL 2019.
- Code system functionalities to meet both functional and non-functional requirements.
- Ensure clear communication and coordination between stakeholders, project managers, and team members.
- Plan, organize, integrate, and implement system requirements, interfaces, and scheduled processes.
- Adhere to FDLE’s Project Control Processes, Procedures, and Change Control policies.
- Identify and resolve technical issues.
- Plan and manage deployment and implementation strategies.
- Provide technical leadership within the project team and to external stakeholders.
- Collaborate with stakeholders to gather and interpret project requirements.
- Develop and execute test plans to validate system functionality.
- Document system design, code development, and test outcomes.
- Report progress accurately to the Project Manager.
- Translate JAD session requirements into application components.
- Coordinate effectively with FDLE Information Technology Services (ITS) and Office of Statewide Investigative Systems (OSIS).
- Work with enforcement and investigative teams to ensure successful software development lifecycle completion.
Deliverables:
- Documented Technical Requirements and Design Documents.
- Contribution to the System Security Plan.
- Development of application components with comprehensive test scenarios.
- Prompt identification and mitigation of technical issues.
- Adherence to project scope and requirements as defined by the LBR.
- Assistance in documentation of project action items, decisions, and optimal system designs.
- Workflow and technical design documentation.
- Contribution to the Operations & Maintenance Plan.
- Knowledge transfer to the FDLE ITS MEPIC Maintenance Team.
Mandatory Skills and Experience:
- Bachelor’s Degree in Computer Science, Business Administration, or a related IT field.
- Minimum of 7 years of experience in designing and implementing large-scale IT projects.
- Proficiency in system analysis, documentation, and software development.

Hands-on experience with:
- Angular (Version 15 preferred), including core components, modules, services, and routing.
- Web technologies: HTML5, CSS3, JavaScript (ES6 ), TypeScript.
- UI/UX best practices and responsive design principles.
- State management using NgRx or Akita.
- Build tools like Webpack and CI/CD pipelines.
- Backend technologies: Spring Boot, REST APIs, Java 21, J2EE/JSP/EJB, JBoss 8.x.
- Database technologies: MS-SQL 2019, T-SQL stored procedures, JDBC.
- Data formats and web protocols: JSON, XML.
- Strong oral and written communication skills.
- Experience in multi-vendor project environments and cross-functional collaboration.
- Ability to translate system requirements into functional designs and programming code.
- Strong problem-solving and analytical skills.
Preferred Knowledge, Skills, and Abilities:
- Experience with government, law enforcement, or public safety IT projects.
