Primary Purpose:
Information Systems is a service-oriented function providing a resource for the entire district. It enables the development of applications and processes for which departments and campuses do not have the expertise to develop. The job goal of the Director of Information Systems is to develop and to maintain quality data processing services to increase district effectiveness and to reduce district costs, to the ultimate benefit of all programs. This position has an emphasis on district-wide production management, consultation, problem resolution and evaluation of user needs.
Qualifications:
Education/Certification:
• Bachelor’s degree in Computer Science or related field, or related experience in an information systems environment.
Special Knowledge Skills:
• Working knowledge of local, state and federal requirements for school district data reporting and the ability to interpret new requirements.
• Working knowledge of student information systems, finance systems and human resource systems as they relate to PEIMS.
• Working knowledge of Board of Trustees policies and procedures.
• Technical or on-the-job training in programming.
• Demonstrated oral and written communication/presentation skills.
• Ability to employ effective interpersonal and supervisory skills as part of a team within a production-oriented environment.
Experience:
• Minimum five years prior professional experience with large-scale data processing operations.
• Minimum five years’ experience with PEIMS reporting.
Major Responsibilities and Duties:
• Assists district staff in utilizing Information Systems products and
services in support of district instructional and administrative goals and objectives.
• Selects, develops, trains, supervises and evaluates the staff of Information Systems.
• Plans, organizes and controls the overall activities of data processing including systems analysis and programming as related to the district’s business operations, instructional programs, attendance accounting and miscellaneous applications.
• Plans and schedules processing deadlines with other departments to maintain even work flow, based on both internally and externally defined schedules.
• Provides data processing and systems consultant services, including planning and/or conducting training programs, to district management personnel in the use of data processing applications.
• Oversees the output developed by staff which could impact district data analysis as well as district accountability.
• Leads the Information Systems team in analysis, development, technical support and implementation of software applications supporting student, financial and human resources processes.
• Oversees the authorization of security access for system users.
• Directs the design, development and maintenance of systems, programs and systems software to meet management and the district’s information needs.
• Administers the department’s expense budget, within budgetary guidelines to contribute to cost-effective operation.
• Maintains knowledge of developments in the area of systems and data extraction methodologies and uses the knowledge to enhance processes for district campuses and departments.
• On behalf of the district, coordinates the collection and submission of data for the Office of Civil Rights report, KG Assessment and other such state or federally required data submission.
• Ensures the district has submitted all waivers to the Texas Education Agency, including but not limited to waivers for staff development, early release days, state assessment alternate attendance taking, and low attendance.
• Serves as a liaison on the Calendar Committee, providing assistance in the development of school year academic calendars.
• Serves as the alternate approver for the Superintendent for approving access to the TEAL and EDITS Plus systems.
• Participates in the Instructional Leadership Team meetings and related activities.
• Demonstrates an attitude of quality service when working with district personnel.
• Develops and maintains a strong sense of customer service.
• Functions within the policies and administrative procedures of ECISD.
• Travels independently (local and overnight) to fulfill the responsibilities of the position.
• Performs such other duties, consistent with professional competence, as may be assigned from time to time.
? In addition, the Director of Information Systems shall serve as the District PEIMS Coordinator. To accomplish this goal, the director’s responsibilities include the following:
• Receives PEIMS-related information, including the annually-published PEIMS Data Standards and the Student Attendance Accounting Handbook, from the ESC and/or the TEA and disseminates it to the appropriate staff in a timely manner.
• Attends periodic PEIMS training.
• Acts as an analyst and consultant to campus and district level personnel in developing data collection and analysis processes, as well as data analysis reports.
• Prepares timelines which reflect the dates and deadlines for each step of the submission process, including the critical dates for collecting, editing, correcting, reporting and submitting the data.
• Coordinates the collection, integration and formatting of all data required for PEIMS submissions according to the PEIMS Data Standards.
• Ensures the appropriate staff maintain accurate and auditable records.
• Works cooperatively with other school district personnel throughout the submission process, particularly those who work regularly with the data and are responsible for the collection, data entry, reviewing and analyzing the data.
• Distributes, edits and reports to appropriate staff for analysis, verification and corrections.
• Conducts PEIMS training appropriate for district and campus staff who are responsible for information reported to the TEA.
• Submits the data to the TEA in a timely, accurate manner.
• Ensures that the appropriate staff has access to PEIMS data after each submission.
Supervisory Responsibilities:
• Supervises Student Application staff, Business Application staff & Operations staff.
