The duties that the incumbent of the vacancy will be expected to perform. Duties Description Reporting to the Deputy Commissioner Technology Services, the Director of Procurement Services will be assigned to the Vendor Sourcing & Management Office (VSMO) within the Chief Strategy Office (CSO) and will direct, oversee, and manage all aspects of ITS Procurement Services. Duties include, but are not limited to: • Direct and oversee all aspects of ITS Procurement Services, providing direction and support to all ITS stakeholders.• Direct and lead the process for agency procurements and contract development.• Develop, implement, and ensure policies and procedures are consistent with all related statutory requirements, State Finance Law, Executive Orders, as well as applicable State and agency policies.• Develop, implement, and review enterprise technology procurement standards and processes both within ITS and on a statewide basis.• Ensure standards are consistent with the statewide, strategic direction set forth by the ITS Chief Information Officer.• Provide advice and guidance for Request for Proposals, Request for Quotes, and other procurement options to develop functional specifications for the purchase of technology solutions.• Develop specifications, evaluation criteria and evaluation tools used for various procurements.• Direct and oversee the development of bid documents, the formulation of proposal evaluation standards and selection of bidders in response to the competitive procurement process.• Establish timeframes, deliverables and conduct contract negotiations.• Conduct risk assessments, vendor assessments, and review and analyze past vendor performances.• Ensure the Agency is seeking information that is relevant to the product or solution being procured.• Collaborate with other agencies to understand their needs and requirements, as needed.• Provide contracting and procurement options and recommendations to ITS Executive staff.• Perform the full range of supervisory responsibilities.
The minimum qualifications required for this vacancy. Minimum Qualifications Twelve (12) years of experience in contract management, procurements, or project/program/portfolio management, with at least three of those years at a managerial level. An associate’s degree substitutes for two years of experience; a bachelor’s degree substitutes for four years of experience. Preferred Qualifications • Experience leading diverse teams with varying responsibilities.• Experience with resource planning and staffing.• Experience identifying and mitigating risks and issues.• Excellent communication skills with the ability to report out to stakeholders and up to Executives
