The duties that the incumbent of the vacancy will be expected to perform. Duties Description Under the direction of an IES Application Development Manager, the Application Development Lead will be assigned to the Integrated Accessibility System (IES) and will be responsible for application development and delivery, including development of staff for the IES Program. The incumbent will participate in various phases of the Software Development Life Cycle and oversee various IES Products development, unit testing, application integration, and integration testing, and will work with the App leads, DevOps Lead architects, and other IES technical unit members, and will participate in performance testing, application security testing, release management, continuous integration, and deployment. This role will ensure development by state and/or system integrator development teams adhere to approved designs, industry standards, state standards, federal standards and that the IES applications are integrated efficiently with state and local systems. Duties include but are not limited to the following: • Manage development of the applications to be built for IES program, taking on an active role in all stages of the application development life cycle.• Liaise with project managers, technical architects, system admins, release managers, and vendors for application requirements validation, development, testing, release, and deployment. • Manage the preparation of detailed work plans for staff resources and monitors work plans for progress, adjusting resource allocation and priorities as necessary.• Oversee vendors and system integrators who are developing applications and/or services for the project to ensure that the product or service developed is according to specifications.• Conduct reviews as appropriate and resolves problems as necessary.• Manage the preparation and review of project deliverables related to application development.• Plan, prioritize, and execute activities related to resolving defects or technical issues.• Manage and execute quality assurance process around code development that includes code reviews, unit testing, and adherence to approved design & standards.• Identify and escalate technical risks and issues appropriately.• Perform a full range of supervisory duties.
The minimum qualifications required for this vacancy. Minimum Qualifications Seven (7) years of experience in application development using Java, JEE, #C and .NET frameworks & technologies, including two years supervisory experience.The following degrees may substitute for the general experience as indicated: A Bachelor’s degree in a related field and four years of experience. Master’s degree in computer science or related field substitutes for an additional year of experience. Doctorate in a related field substitutes for an additional two years of experience beyond a Bachelor’s degree.Preferred Qualifications: • Experience in application or service development using object-orientated programming languages and/or COBOL.• Experience in working in projects adopting agile methodology, DevSecOps, continuous integration & continuous deployment (CI/CD).• Experience in working in projects with NYS or NYC government and/or Health and Human Services Programs.• Experience with MITA, NHSIA, and ERA.• Excellent written and verbal communication skills
