The duties that the incumbent of the vacancy will be expected to perform. Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.Under the direction of the Manager Information Technology Services 1, SG-27 within the Dedicated Support team, Sector C section of the PeopleSoft Center (PSC), the Information Technology Specialist 4, SG-25, will work in a team environment as a member of the PeopleSoft Center supporting the New York State Electronic Personnel System (NYSTEP). Specific duties include but are not limited to: · Communicate technical information both orally and in writing with supervisors, end-users, vendors and other ITS staff. · Participate in PeopleSoft system upgrades, as needed. · Create work requests/incident tickets as well as triage with help desk staff to resolve reported level 2 and 3 issues.· Follow ITS Standard change request, work request, and incident process.· Perform other tasks as necessary to support the PSC applications.· Perform analysis, design, development and maintenance tasks for PSC "PeopleSoft Center" applications.· Perform complex design and development tasks using PeopleSoft and related technologies for PSC PeopleSoft applications including (but not limited to) PeopleTools, SQR, XML Publisher, Oracle/SQL and shell scripts.· Develop and maintain technical specifications for PSC applications.· Troubleshoot and resolve end user technical problems. · Perform development unit testing.· Develop customizations, reports, and queries.· Design and/or develop SQL based queries to extract data from Oracle databases using a variety of tools such as TOAD, SQL Developer, PeopleSoft PSQuery, SQR and Crystal Reports. · Collaborate with functional and infrastructure teams.· Perform the full range of supervisory responsibilities.

The minimum qualifications required for this vacancy. Minimum Qualifications Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 4, SG25 OR in a position at the SG23 level or higher deemed administrative under Section 52.6 of Civil Service Law OR in a title eligible for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.Note: If you are on the examination eligible list for the position title in this location, you do not need to respond to this posting unless you are also eligible for appointment by one of the qualifications listed above. Candidates must be reachable on the current eligible list for this title in order to be list appointed.

Additional comments regarding the vacancy. Additional Comments Some positions may require fingerprinting. Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview. Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
