Position Summary
The Department seeks an experienced Project Manager to lead and manage complex, high-impact IT projects. This individual will coordinate business analysis activities, manage vendor relationships, and ensure project deliverables meet quality, functional, and contractual standards. The Project Manager will work closely with internal TDLR staff and third-party vendors to drive the success of critical IT initiatives.
Primary Responsibilities
- Manage all aspects of large-scale technology projects across the entire project lifecycle.
- Coordinate planning, execution, monitoring, and completion of project deliverables.
- Facilitate stakeholder engagement, communication, and expectations management.
- Ensure compliance with development standards, security, and contractual requirements.
- Oversee project teams in a matrixed organization structure, including TDLR and contractor personnel.
- Manage project scope, schedules, work plans, budgets, and resource allocations.
- Perform business analysis including business process mapping, process improvement, and requirements documentation.
- Develop and enforce quality standards, acceptance criteria, and review protocols for deliverables.
- Monitor third-party vendor performance and mitigate risks and issues proactively.
- Support procurement activities by writing RFI, RFO, and SOW documents.
- Ensure adherence to Texas Project Delivery Framework (TPDF) methodologies.
- Document detailed system and functional requirements.
- Provide support for cloud-based implementations and work with DIR and Data Center Services (DCS).

8-Full-time experience managing large, complex IT projects across all phases of development.
8-Experience with structured design/development, scope control, estimation, risk mitigation, corrective actions.
8-Skilled in project goal-setting, critical decision-making, negotiation, and issue resolution.
8-Expertise in business systems analysis and stakeholder/user requirement evaluation.
8-Documenting business process mapping, reengineering, and recommending tech-enabled process improvements.
8-Experience creating detailed IT solution requirements.
8-Worked with Texas state agencies in a Project Management role.
5-Developed procurement documents: RFI, RFO, and SOWs.
5-Gathered requirements from geographically dispersed program areas with varying business needs.
