Position Summary
Responsible for assisting the SVP of Budget and Grants with implementing INLIVIAN’s annual budget and assist with financial management of capital projects and grant awards. The annual budget process involves performing a wide variety of budget and financial analysis work to include both the annual operating plan and multi-year capital plan. The essential function of the Budget Analyst position will involve monitoring budgets to ensure actuals are aligned with budgets, to identify areas of concern or improvement and to work with business units to provide recommendations for optimization and/or to process budget amendments as needed. The Budget Analyst will also work closely with business support units such as procurement, accounting and compliance to identify opportunities for cost savings, financial risk mitigations and to ensure alignment with organizational goals. The Budget Analyst will be responsible for daily oversight of post-award grants budgeting, monitoring and compliance to ensure all grant budgets are aligned with grant agreements. Position will also assist with financial management of capital projects to include project setups in the financial system, review of project draws, and expenditure monitoring. The work performed is fast-paced and time-sensitive requiring complex data analysis and producing the final budget documents for public review and Board adoption.

Bachelor’s Degree in Finance, Accounting, Business or related field is preferred. Three (3) years of responsible experience in budget/financial administration, or an equivalent combination of experience and education.
Knowledge And Skills
The employee receives directions from the Senior Vice President of Budgets and Grants. Courses of action, deadlines and priorities are established by policy, procedure, rule, regulation or the SVP, depending upon the assignment. Normal duty assignments are performed by the employee based on his/her own judgment.

Position may receive confidential and highly sensitive information. Employee must be able to uphold the highest level of confidentiality.
Guidelines
Guidelines include established federal regulations, published laws, policies and procedures, traditional practices, and reference materials such as dictionaries, desk manuals, handbooks, and the Internet. If guidelines do not cover a situation, the employee consults the SVP of Budget and Grants. Sound judgment, consistency and accuracy are needed to successfully perform duties.

The employee performs a variety of tasks that may be complex, non-routine and unique. The course of action is determined by established Agency policy and procedures and Federal, State and local laws.

The employee's work affects Agency upper management, the Board of Commissioners, and all employees. Successful accomplishment of tasks by the employee affects the financial stability of the Agency and can enhance the Agency's ability to provide housing that is decent, safe, and sanitary and to render adequate services for its residents.

Responsibilities
Responsibilities include, but are not limited to, the following:
- Assist in planning, organizing and coordinating the annual budget process, providing support, training and guidance to agency contacts on the budget process to conform with budgetary policies and guidelines. Assists with the preparation of all documents, reports and records related to the board agenda items, board resolutions, PowerPoint presentations, budget narratives and budget reports.
- Reviews and analyze proposed budget plans consistent with fiscal requirements. Provide detailed analysis of fiscal performance and related fiscal assumptions.
- Monitors budgets throughout the fiscal year, working with departments and outside agencies to ensure funds are used in alignment with established goals, guidelines, and strategies.
- Prepare monthly, quarterly and ad hoc financial reports as needed. Develop cost-benefit and other analysis for recommending changes in funding and budget plans. Periodic budget reviews shall include identifying risks and developing proactive solutions. Perform data analysis using complex data sets involving querying, transforming and creating data visualizations to produce usable information for agency leadership. Perform budgeting and forecasting of revenues and expenditures to ensure sufficient cashflow and reserves.
- Preparing reconciliations for each property, grants and capital projects; analyzing expenditures, disbursements and receipts to ensure expenses are being charged appropriately and any adjustments are being processed accordingly.
- Advise and assist with resolving budget variances by recommending appropriate course of action.
- Monitor capital projects and grants to ensure compliance of expenditures during project period. Prepare third-party reports in compliance with grant documents, funding agreements, etc. Ensure compliance in all areas related to project, property, grant and contract management including but not limited to established guidelines, protocols, etc. Responsible for accurate and timely internal and external billing and receipt of payments.
- Keep abreast of accounting system, agency policies and processes and any third-party requirements for funding purposes.
- Attends staff meetings and reports on status of property, grant and capital projects and any other initiatives in planning or underway.
- Accountable for consistent adherence to agency standards regarding the ethical, responsible, and appropriate use, care, and safeguarding of agency materials, supplies, resources, and other assets.
- Maintains documents and files pursuant to an approved standard operating procedure for centralized filing.
- Performs other duties as assigned.
