Communications and Legislative Program Manager (Navy Yard, Washington, DC)
Innovative Technologies Corporation (ITC) is currently seeking a Program Manager with strong US Navy communications, legislative, budgeting, and acquisitions experience to support a proposal we are bidding on. The candidate must have deep understanding of the enactment process for defense authorization and appropriation legislation, strategic communications, and as well as experience in producing written documents for senior officials including briefing materials, legislative summaries, background papers and correspondence from a US Navy perspective. Prior experience must include project/program management and will act as the Lead PM, which will include leadership, oversight, and mentorship of junior personnel, responsibilities of all deliverables, and representation as the senior contractor. The Communications and Legislative Team is expected to be composed of up to 20 personnel.
The position is hybrid and located at the Washington Navy Yard in SE DC in support of the Naval Surface Warfare Center. This is a contingent hire and will require a Letter of Commitment. The role is expected to be available in July or August 2025 and will report to the ITC Director of Operations (NSWCCL001, approved 27 Feb 2025)
Education Required:
* Bachelor in the field of Communications or similar degree from an accredited college or university.
Experience Required:
* Minimum of five (5) years of experience with legislative or strategic communications programs of the DoD (US Navy experience preferred)
* Strong understanding of the enactment process for defense authorization and appropriation legislation.
* Experience with the US Navy and NAVSEA.
* Program Management skills including scheduling, planning, estimating, project control, subcontract management, project progress tracking, process and procedure improvement
* Expertise in oral and written English communications skills
* Advanced skills in the Microsoft Office environment is essential (Word, PowerPoint, Excel, Teams, SharePoint)
Clearance Required:
* DoD Active Secret (no Public Trust)
Desired/Preferred Qualifications:
* Prior experience as a US Naval Surface Warfare Officer, or Petty Officer with Surface Warfare experience; prior experience as a Legislative Liaison
* Certificate: PMP or similar
* Experience in working with DoD or US Navy Program Executive Offices (PEO)
The Communications and Legislative Program Manager shall provide NSWC NAVSEA 00D management and oversight of contract personnel; general communications support (internal and external); multimedia planning, development and execution; website support; legislative support and analysis; strategic communications and planning support; as well as surge efforts that may include symposium / conference logistics and execution; event and protocol support; and other efforts as required.

Salary: $80,000.00 - $95,000.00 based on experience, plus medical/dental/vision benefits, 13 days PTO and 7 days sick time; other benefits available.
