Healthcare Business Systems Analyst

Client requires the services of 3 Systems Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Systems Analyst 3, Applications/Software Development and the specifications outlined in this document for the client

All work products resulting from the project shall be considered "works made for hire" and are the property of the client and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. client will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

Understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be; summarized, and formats for reports. Writes detailed description of user needs, program functions, and steps required to develop or modify computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system.

1. Lead the migration efforts of current legacy system to new modernized system at state support living centers. This includes comprehensive planning, data assessment, cleansing, and mapping to ensure compatibility with the new system. The Worker will document all phases of the migration process, engage with clinical and IT stakeholders for requirements gathering, and ensure clear communication throughout the Software Development Life Cycle. (40%).

2. Ensures that design complies with HHSC standards. This task also involves setting up validation and auditing processes to maintain data integrity post-migration. (10%)

3. Perform necessary testing of the migration process, including creating and executing Unit test scripts, managing test scenarios, analyzing test results, and debugging issues. Utilize established software development and testing standards to ensure the reliability and functionality of the new SaaS solution. (25%)

4. Provide regular updates on the migration progress to all project stakeholders including immediate managers, technical leads, developers, and business analysts. Use ticketing systems for information sharing and problem resolution. Prepare and deliver presentations and updates to both internal and external audiences to explain the migration process, system functionality, and technical challenges (15%)

5. Facilitate the smooth transition to the new system by providing strategic oversight and support post-migration. This includes training end-users, preparing comprehensive system documentation, and recommending strategies for optimizing system performance based on feedback and performance metrics. (10%)

CANDIDATE SKILLS AND QUALIFICATIONS

• Database management systems, workflows and data migration, with a strong emphasis on healthcare EHR systems. - Required-8-years
• Experience in Oracle, Microsoft SQL Server, Intersystems Cache or similar database scripting, crucial for the efficient migration of data to new SaaS platforms. Also, skill in using EXCEL, Word, Visio, and other spreadsheet software. - Required-8-years
• Business analysis, including reviewing, analyzing, and evaluating user requirements, operational procedures, and identifying solutions to automate processes or enhance system functionality. - Required-8-years
• Experience in EHR application domain, understand current system and create workflow analysis, developing work flows, design, programming, and support using software engineering practices. - Required-8-years
• Experience in documenting process flows and standardizes existing and future process flow improvements by conducting data collection and meetings with the subject matter experts to gain full understanding of system usability and documenting the workflows. - Required-8-years
• Preparing specifications for data input/output processes. Resolving complex data-related issues using robust analytical skills and logical problem-solving approaches. - Required-8-years
• Exceptional oral and written communication skills, essential for producing clear project documentation and engaging effectively with stakeholders. - Required-8-years
• In-depth knowledge of current IT industry trends and market insights, applying them strategically within the organization. - Required-8-years
• Architectural concepts, principles, and tools relevant to infrastructure, information systems, applications, and organizational structure. - Required-8-years
• Experience with Texas DIR Project Delivery Framework and document templates - Preferred -2-years
• Familiarity with company's information architecture and information management methodologies and Knowledge of Agile Scrum Methodology. - Preferred -2-years
• Familiarity with the existing and planned software technology and the global, regional, and local software architecture and infrastructure components- Preferred -2-years
• Experience in regulatory compliance and data security related to healthcare data. - Preferred -2-years
• Prior experience with SaaS model EHR systems and cloud data migrations. - Preferred -2-years
