Advertised Job Summary :
The Contract Administrator position is responsible for a wide range of contract and procurement-related responsibilities as a direct report to the Director of Facilities Renovations and Infrastructure Construction (FRIC). Attention to detail and accurate execution of all contract documents is crucial to keep the work of FRIC moving forward without interruptions and delays due to missing documentation, procedural oversights, or inaccurately prepared void contracts. The position of Contract Administrator is a source of knowledge and assistance for many aspects of the mission and services of FRIC.
Job Related Minimum Required Education and Experience :
Requires a bachelor’s degree and 2 or more years of experience, which may be substituted by an equivalent combination of certification, training, education, and / or experience.
Knowledge / Skills / Abilities :
Professional oral and written communications skills to reach a wide target audience comprised of mid to senior level Finance and Administration professionals; FS leadership; Director & Assistant Director level management; project managers and engineers; Deans and all campus stakeholders; outside consulting firms and contractors.Ability to make timely and sound decisions without oversight based on multiple factors as they relate to contracting and State regulations, while most effectively promoting the mission of the Organization.
Job Duty :
Timely preparation of all capital project initiation documents and work order contract documents, funding information & change orders / amendments; obtain binding signatures and supporting documentation as needed; track each step from project initiation, Notice to Proceed (NTP), PO, prepare package for purchasing to post for bid, support team in issuance of PO for construction, schedule pre-bid and preconstruction meetings, aid the PM team to gather all project closeout documents. Prepare all contracts support documents, change orders and amendments; confer with procurement staff on purchase orders, bids, TOC, JOC, agency contracts, submissions to the USC procurement staff. Annually complete follow up with purchasing on the renewal documents for all FS Infrastructure and Construction, Task Orders Contracts (TOC) and Indefinite Design Indefinite Quantity (IDIQ) consultant contracts. Support the preparation specifications and documents for bid sets and contracts when needed.

Exercise critical decision-making regarding the project document process while supporting the FRIC team, stakeholders, and outside vendors on matters related to project processes, contracts and agreements. Educate and inform leadership, staff, and outside contacts of changes in processes related to contracting and related endeavors.
