Must Haves:
• 7-8 years of industry experience in the field of construction, engineering, finance and/or management with a minimum of 3 years demonstrated experience in project management.
• Demonstrated experience with major power plants and equipment including boilers, turbines, transformers, generators, pumps, motors, control systems, electrical/instrumentation, operations, and other balance-of-plant systems.
• Must be able to review and understand project scopes.
• Must understand the project life cycle and costs that come from project supporting activities.
• Must have good technical, cost estimation and cost management skills.
• Demonstrated experience in evaluating project work for O&M and Capital classification.
• Effective communication, organizational, interpersonal, and integration skills are required.
• Ability to coordinate processes and provide leadership in a team environment.
• Ability to analyze information and make sound decisions including coordinating the resolution of technical problems and implementing changes.
• Demonstrated computer skills with experience using SAP, Microsoft products, SharePoint, estimation software, etc.
• Physical requirements for this position require the ability to bend, squat, occupy crawl spaces, walk stairs, walk over open grating, not afraid of heights, and confined space areas.
Day to Day:
Insight Global is seeking a project estimator for one of our top clients in the Richmond, VA area. This estimator will provide estimates for utility construction projects. Must have experience with power generation utilities and knowledge base of major power station systems, operations, and familiarity with utility project management processes.
This estimating work will largely be for capital budget planning, involving hundreds of estimates. The type of estimator we are looking for is one that can handle creating a large number of budgetary estimates, using either vendor quotes, history, or vendor proposals, at varying degrees of confidence. Confidence intervals in the information backing the estimate determine contingency percentages. Industry norms would say most of our estimates that we produce are at a LEVEL 3 OR 4. If you have experience performing a large number of high-level budgetary estimates, please call out that experience in your resume and candidate submittal. This will be the #1 question on any interview.
Per Diem, if qualified, will be at GSA CONUS standard rate for Virginia. See GSP Per Diem Policy attached to this posting for qualification criteria and details. Selected candidate will be expected to procure secondary lodging (if applicable) outside the limits of the City of Richmond, as City of Richmond CONUS rates will not be offered.
A $500 mobilization and demobilization charge, once each at start and end of time at client, is authorized.
Anticipated work schedule is 40 hours a week, occasional opportunities for overtime based on workload during peak budget development periods.
Job Summary:
• Provides estimates for utility construction projects between $500K - $200M (Capital improvement projects, new construction, outage projects, O&M projects, and Asset Retirement Obligation projects).
• Provides original or revised project estimates in support of the annual Capital Budget development process, typically involving up to five hundred estimates.
• Provides estimate support during state or federal regulatory reviews including a review of all estimates supporting the latest approved Capital Budget.
• Estimating with timely roll-out and execution of the entire estimate deliverable process.
• Assesses and accounts for project financial (estimation) risk through collaboration with the project team and stakeholders.
• Identifying and estimating labor, materials, equipment, services, and other costs for projects.
• Work with Project Controls Coordinator on initiatives to streamline and improve estimating processes.
