Outreach and Recruitment Specialist - IDPL (Career Pathways)

Instituto del Progreso Latino is a community organization whose mission is to contribute to the fullest development of Latino(a) immigrants and their families through education, training and employment that fosters participation in the changing U.S. society while preserving cultural identity and dignity.  Founded in 1977 to help Latino’s learn basic skills, pass the civil service exam and obtain higher paying post office jobs, Instituto has grown to a flourishing educational center serving over 14,000 Chicago families per year.


POSITION DESCRIPTION

Under the supervision of the Dean of Career Pathways and Community Affairs the Outreach and Recruitment Specialist will be responsible to coordinate the marketing, recruitment, and outreach events, as well as the follow-up activities of recruited participants to be served under the Immigrant Families Resources Program (IFRP) offered at Instituto del Progreso Latino.    


ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Initiate, establish, and nurture a close working relationship with other community-based organizations, agencies, schools, and healthcare facilities to promote the income supports services offered under the Immigrant Families Resources Program (IFRP) available at Instituto del Progreso Latino. 
  • Coordinate the participation of Instituto in the community resource events and health care fairs occurring throughout the City of Chicago and nearby neighboring suburbs, in communication with the Dean of Career Pathways.  
  • Work in collaboration with fellow team members to secure support in attending the various outreach events, and assign roles and responsibilities the staff members will need follow while attending the events. 
  • Prepare the marketing materials needed to be delivered at each event, ensuring that program flyers and marketing giveaways are available at all times.  
  • Collect the outreach sign-in logs at the conclusion of each event and deliver them to the Lead Intake Specialist for review and proper tracking of efforts in the system. 
  • Maintain an updated Outreach Activities binder to have it ready for programmatic audit reviews. 
  • Conduct weekly follow-up calls to the individuals outreached in the recruitment to schedule appointments for services eligibility screening and provision of documentation requirements needed to apply for the different public benefits available and other social services available in the State of Illinois and the Chicagoland area. 
  • Ensure the follow-up with potential program applicants occurs within the following week the outreach event took place. 
  • Track the outcomes generated by each outreach event to gage the recruitment success.  
  • Produce monthly reports to analyze the enrollment outcomes generated by the outreach efforts.         
  • Organize internal and external workshops to educate the community on the importance to access income supports services, such as Medicare, Medicaid, All Kids, SNAP, and case assistance benefits through the Illinois Department of Human Service (IDHS) to eradicate the myth of “becoming a public charge” when an eligible person access these services. 
  • Work with the Development department to ensure all the promotional materials for each program, including brochures and flyers are updated at all times.  
  • Keeps inventory of the outreach give-away materials and coordinates the purchase of needed items with the Dean of Career Pathways to secure the purchase of more items, once the inventory is low. 
  • Offer a flexible schedule to participate in community events for recruitment and promotional purposes after normal business hours, and some weekends (Saturday and/or Sundays), throughout the year.
  • Facilitate community workshops and serve as an interpreter when attending outreach events and workshops. 
  • Other duties as assigned.

 

QUALIFICATIONS

  • Associate’s degree in a related field to job function preferred, or 2 years of experience in recruitment. 
  • Experience in conducting workshop development and group trainings. 
  • Bilingual with an ability to fluently communicate in English and Spanish. 
  • Ability to work with a wide variety of people of different socio-economic and cultural backgrounds.
  • Ability to work independently or in a team, with minimal supervision.
  • Exceptional organization and time management skills.
  • Outstanding customer service attitude to develop rapport and attract the individuals attending the outreach events, as well as strong telephone skills for follow-up calls.
  • Excellent oral and written communication skills for effective communication in large public settings and to produce quality programmatic reports. 
  • Ability to maintain composure under pressure.
  • High level of dependability and punctuality is needed for timely attendance to all scheduled outreach events. 
  • Strong project management skills and the ability to tackle multiple projects at once.
  • Ability to adhere to deadlines and react to unpredictable events effectively.
  • Advanced skills with Microsoft Office, Word, Excel, PowerPoint, and the internet.
  • Attend meetings and outreach events outside of regular business hours is required.

PHYSICAL DEMANDS  

The nature of this work requires the ability to operate standard business office equipment.  It also requires the ability to communicate and exchange information, collect, compile, and prepare work documents, as well as set-up and maintain work files.

 

WORKING CONDITIONS

The majority of the work performed for this job is in a general office environment, but there will be need to do outdoors work for the participation to outreach recruitment events.  This position also requires the availability to work for extended and/or non-traditional hours for participation and attendance to the organization’s sponsored events and meetings.
