Overview
The Operations Research Analyst III - Product Support Management assists the Uncrewed Aircraft Systems (UAS) Project Office (PO) and PEO AVN Enterprise, which is essential for performance of the materiel developer’s mission to support the war fighter. The UAS PO is tasked with developing, testing, fielding and maintaining the UAS Fleet to include a family of Small Uncrewed Aircraft Systems (SUAS), Future Tactical Uncrewed Aircraft Systems (FTUAS), Gray Eagle, One System Remote Video Terminal (OSRVT), Launched Effects (LE), and Uncrewed Vehicle Control (UVC).
Responsibilities
- · Use appropriate predictive analyses and modeling tools to develop COAs for the Government consideration of ways to improve material availability and reliability, increase operational availability rates, and reduce operation and sustainment costs.
- · Conduct appropriate cost analyses to validate and update product support strategies, including cost-benefit analyses.
- · Analyze and assess logistics information required to adjust performance requirements and resource allocations across product support integrators and product support providers, as necessary, to optimize implementation of UAS product support strategies.
- · Analyze and assess product support arrangements to support the Government in validating arrangements as consistent with UAS product support strategies.
- · Execute Business Case Analyses (BCA) in support of UAS product support strategies. Provide support to the Government in validating existing BCAs in support of UAS product support strategies.
- · Analyze and assess materiel system requirements and translate requirements into discrete engineering and logistics support documentation.
- · Review and provide input to UAS program documentation, including but not limited to the Acquisition Strategy, Capability Development Document, Capability Production Document, Cost Analysis Requirements Description, Independent Cost Estimate, Program Protection Plan, Systems Engineering Plan, and Test and Evaluation Master Plan.
- · Provide support in the development of acquisition related documentation, to include but not limited to Statements of Work (SOW), Contract Data Requirements List (CDRL), Data Item Description (DID), work breakdown structures, Integrated Master Schedules, and lifecycle cost estimates, as it relates to the acquisition of IPS requirements.
- · Provide support in the development, implementation, and maintain current required logistics related statutory and regulatory requirements for modernized crypto equipment.
- · Identify, plan, and assist with resourcing personnel with the grades and skills required to operate and maintain equipment and effectively support UAS over the lifecycle of the system.
- · Develop, implement, and maintain current Manpower and Personnel related program documentation, including but not limited to the Manpower Estimate Report (MER) and Manpower Requirements Criteria (MARC).
- · Develop purchase requests.
- · Perform risk analysis and develop program risk assessment consistent with price, Contractor capabilities, emerging technologies, Contractor cost performance, schedules and integration requirements, and incorporate Contractor cost performance information into cost estimating methodologies consistent with latest reports.
Qualifications
Required:
- · Bachelor's or Masters Degree with 8 years of related job experience gained after receiving the task related degree in engineering from an accredited institution. OR
- · Associates with 11 years of experience
- · Demonstrated experience performing detailed and complex calculations plus knowledge of practices/principles necessary to assess advanced systems concepts, assess specifications and perform system integration.
