About This Position
The Inter-American Development Bank (IDB) seeks a highly motivated consultant with strong technical expertise to support its initiatives across Latin America and the Caribbean. The ideal candidate will contribute to research and analysis at the intersection of climate action and economic development, focusing on how effective institutions and policy frameworks can balance economic growth, competitiveness, and fiscal sustainability with adaptation and mitigation goals. This role will help strengthen government capacity to design and implement climate-responsive policies that deliver socio-economic benefits while addressing environmental challenges.
The consultant will provide technical support to countries in the Latin America and Caribbean (LAC) region, working closely with national counterparts and relevant divisions within the Bank. This role includes contributing to knowledge products, research, policy dialogues, reform initiatives, and implementation strategies. Additionally, the consultant will support the Regional Climate Change Platform of Economy and Finance Ministries, for which the IDB serves as Technical Secretariat.
This position offers a great opportunity to become part of the Climate Change Division (CCS) team, and work at the forefront of climate and development policy, helping countries better manage climate-related risks and reap development opportunities from climate action. CCS team is responsible for advising IDB management and developing policies, strategies, operational guidelines, and programs on issues relevant to the sector, as well as related areas. More specifically, the CCS Division provides support on two fronts: (i) mainstreaming climate change into the actions and operations of the IDB Group, and (ii) promoting climate-responsive policies in IDB member countries by engaging with ministries of environment, planning, and economy and finance. Both streams of work share the common objective of strengthening climate policy at the subnational, national, and regional levels.

What you’ll do
- Provide advisory and specialized support to IDB specialists and external clients across different sectors on climate-related thematic areas (policies and institutions, climate risk, climate finance, climate adaptation/resilience, mitigation to facilitate low-carbon and climate resilient development).
- Assist the CCS team in advancing the knowledge agenda on the above-mentioned topics by supporting research activities carried out by the division, with the goal of producing robust methodologies and evidence-based policy instruments to leverage climate action in LAC countries.
- Prepare background studies, presentations, and technical documents, as well as other analytical documents contributing to the CCS climate change agenda.
- Support the design, development, and execution of projects and technical cooperations to help clients implement climate change-related policies, financing mechanisms, and technical solutions. These initiatives should promote economic growth, deliver socio-economic benefits, enhance competitiveness, and foster sound fiscal policy and public finance sustainability.
- Support the design, develop and execution of projects, technical cooperations and/or investment grants to support clients with implementation of climate change related policy, finance, and technical solutions that boost economic growth, delivers socio-economic benefits, enhance economic competitiveness, foster sound fiscal policy and public finance sustainability.
- Support and engage on the implementation of activities under the NDC Invest platform. Including reporting on NDCs/LTS adaptation and mitigation advance in the region and the work of the Regional Climate Change Platform of Economy and Finance Ministries.
- Assist on connecting IDB’s work on NDCs and LTS with activities of the Regional Climate Change Platform of
- Economy and Finance Ministries, as well as the projects finance by the Fostering Fiscal Policy for Climate Change in Latin America and the Caribbean Fund.
- Provide expert advice on climate responsive fiscal policy, country development plans and strategies, including the NDCs.
- Support the organization of trainings and other events to share and disseminate knowledge related to climate change and sustainability.
Education: Master’s degree or equivalent in economics, public policy, governance, environmental management and policy or a similar field.
- Experience: Five years of relevant professional experience or the equivalent combination of education and experience in the design, execution, and management of development projects in climate change and sustainability areas. Experience in statistical tools and climate-related modeling. Solid negotiation skills with internal and external clients; solid knowledge of the international climate change regime including NDC policy frameworks, fiscal policy for climate change and carbon markets. We expect excellent communication skills, including written and oral forms; proven ability to communicate complex concepts and prepare reports that are clear, concise and meaningful; ability to develop, analyze and articulate project issues and identify creative, practical approaches to overcome challenging situations; analytic capacity and ability to assess project outputs and relevant findings; good team player, self-starter, ability to work under limited supervision and maintain good relationships internally and externally to the Bank.
- Languages: Proficiency in English and a second language, spoken and written, is required. Advanced Spanish is recommended.
