Job Summary:
Under the supervision of the WIC Program Director, the Outreach Coordinator will lead efforts to enhance data sharing, data matching, and outreach initiatives to increase WIC enrollment among individuals and families who qualify through Medicaid and SNAP. This role will oversee the execution of data-sharing agreements, conduct data analysis to identify eligible non-participants, develop and test outreach strategies, and track project performance in collaboration with key stakeholders.
This is a grant funded position. The length of the assignment is dependent on funding availability. Grant operating timeline through June 2027.
Key Responsibilities:
Data Sharing & Matching:
- Execute new data-sharing agreements between ITCN WIC and SNAP, as well as ITCN WIC and Medicaid.
- Conduct initial and routine data matching to identify Medicaid/SNAP participants who are eligible but not enrolled in WIC.
- Ensure compliance with all data privacy and security regulations.
Outreach & Engagement:
- Form and collaborate with an advisory council to develop and refine targeted outreach strategies.
- Implement and test outreach strategies, documenting their effectiveness in increasing WIC enrollment.
- Engage with community stakeholders to improve awareness and accessibility of WIC services.
Project Coordination & Reporting:
- Develop an evaluation plan with key performance indicators (KPIs) to assess project effectiveness.
- Prepare and submit quarterly technical and financial reports detailing project progress, milestones, and outcomes.
- Compile a final report summarizing project findings and recommendations.
Collaboration & Technical Assistance (TA):
- Participate in post-award technical assistance (TA) activities, including:
- Intake assessments
- Peer learning modules
- Site visits
- Monthly and ad-hoc individualized TA sessions
- An in-person convening at the end of Year 1
- Attend two virtual meetings with USDA/FNS:
- Project kick-off presentation
- Final presentation of project results
- Perform other duties as required
Qualifications & Skills:
- Education: Bachelor's degree in Public Health, Social Services, Data Analytics, or a related field (Master’s preferred).
- Experience: Minimum of 2 years of experience in WIC, public health, data management, or community outreach.
- Knowledge of Medicaid, SNAP, and WIC eligibility criteria and data-sharing regulations.
- Strong analytical skills with experience in data matching and evaluation methodologies.
- Excellent communication and collaboration skills for stakeholder engagement.
- Ability to manage multiple priorities, meet deadlines, and ensure compliance with grant deliverables.
Required Skills and Abilities
- Must have great computer skills and proficiency with Microsoft Office programs
- Ability to focus on multiple ongoing projects at a time
- Ability to travel extensively, including overnight trips
- Must be able to work independently
