JOB DESCRIPTION

The Assistant Program Director will develop, implement, and supervise the Hope Housing Program. Hope Housing Outpatient Supportive Services will serve up to 55 adults who are homeless or at risk of homelessness upon entering the program in maintaining and sustaining their living environment and gaining skills to support them in finding and maintaining permanent housing upon exit. Hope Housing provides mental health counseling, crisis intervention, and case management services to adults, transitional age youth 18 years and older, with serious mental illness. The incumbent for this position will be self-directed, organized, have experience working with individuals with serious mental illness and co-occurring substance use disorders, and will be responsible for the implementation and development of this new and exciting program.

COMPENSATION

$34.44 - $48.23 per hour. Non-Exempt; 40 hours/week; Eligible for Overtime. Compensation based on education and experience.

Program Director.

 

QUALIFICATIONS

Bachelor's Degree in related field with four years of experience in a mental health-related field or master’s degree in related field with two years of experience in mental health-related field and experience working with people with substance use disorders. Must have experience and knowledge of Harm Reduction recovery model. Must be able to demonstrate cultural competency skills. Must possess excellent organizational skills, good written and oral English communication skills and word processing skills. Ability to learn and apply principles of social rehabilitation and recovery philosophy. Ability to relate effectively with clients and work collaboratively with other staff, professionals, and members of the community.

 

Driver's license for at least two years and driving record acceptable to insurance carrier.

Valid California driver's license; auto in safe operating condition; auto liability insurance; good driving record; criminal record clearance; proof of authorization to work in the United States as required by Immigration and Reform Act of 1986. Ability to work independently with minimal supervision.

 

Preferred: Bilingual in Spanish, master’s degree; supervisory experience, knowledge of community resources, and experience with Medi-Cal documentation.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Supervise the multi-disciplinary Hope Housing Program, including hiring, providing orientation, supervision, training, scheduling, and evaluating all staff in the program.
  • Develop program procedures and structure that support evidence-based practices and are congruent with client's cultural belief systems and values.
  • Assess and interview referrals from Monterey County Behavioral Health Bureau.
  • Provide direct client services, including individual and group services, client intake, assessment, treatment planning, and crisis intervention.
  • Provide on-call services and support to program staff. Respond promptly to requests for assistance and provide timely solutions to issues raised.
  • Provide client-centered, harm reduction mental health services for clients under caseload as assigned and complete Medi-Cal documentation for those services.
  • Develop and maintain good working relationships and coordinate with Monterey County Behavioral Health and other private and public social services, including Sun Street Centers, local homeless organizations, mental health agencies, other Interim programs, local police departments, and local hospitals.
  • Provide crisis support and emergency coverage for counseling staff. Assess the person's needs and provide appropriate support to help them manage their situation.
  • Arrange for the client's medical and mental health needs, i.e., link with psychiatrist and nurse, and arrange for housing, clothing, food, personal items, and benefit needs.
  • Serve as a role model for positive employee relations, professional functioning, and for adherence to the principles of social rehabilitation and recovery philosophy.
  • Conduct effective public relations activities as assigned, including but not limited to networking, attending meetings, and providing program presentations.
  • Set up and provide oversight of all charts on Avatar Electronic Health Record and client records for individuals enrolled in Hope Housing. Ensure that charts are in compliance with Medi-Cal documentation requirements. Assist in training staff on Medi-Cal documentation standards.
  • Monitor and review health records regularly to ensure that they are complete and meet Medi-Cal regulatory requirements.
  • Collect outcome and statistical information; achieve the goals of the program identified in the contract, including achieving program billing expectations.
  • Manage and monitor the program budget. Be accountable for all expenditures and revenues within the program.
  • Responsible for ensuring upkeep of facilities and buildings in which services are provided.
  • Monitor and maintain agency vehicles assigned to the program.
  • Provide backup supervisory support to the Program Director as needed.
  • Other duties as assigned.

 

 

PHYSICAL REQUIREMENTS

Ability to: operate a motor vehicle; climb stairs; possess good communication skills; meet the requirements of the classification and have mobility, vision, hearing and dexterity levels appropriate to the duties to be performed. Capable of the following extended activities: walking, standing, sitting, climbing stairs. Capable of the following intermittent activities: lifting 25 pounds or more and bending in the performance of infrequently performed office duties.
