Position Overview : We are seeking an experienced EVMS Project Manager to lead and maintain Earned Value Management Systems (EVMS) implementations across multiple programs. This role will be responsible for setting up and maintaining projects, processing Baseline Change Requests (BCRs) , generating Integrated Program Management Reports (IPMRs) , and supporting key program management functions such as Integrated Baseline Reviews (IBRs) and Joint Surveillance Reviews (JSRs) . This position requires a strong leader with expertise in project management, scheduling, financial disciplines, and contract management who can collaborate with Program Managers, Contracts, and Senior Technical personnel to ensure effective execution and compliance with EVMS requirements. Key Responsibilities : Setup and maintain projects in EVMS for the Project, including processing Baseline Change Requests (BCRs) and generating IPMR reports (Formats 1-5, 7) . Maintain and track Contract Budget Baseline (CBB) logs , develop Best Case / Most Likely / Worst Case Estimates at Completion (EACs) , and conduct Comprehensive EACs (CEACs) . Lead or support Integrated Baseline Reviews (IBRs) and Joint Surveillance Reviews (JSRs) . Oversee Work Breakdown Structures (WBS), Organizational Breakdown Structures (OBS), and Performance Measurement Baselines (PMB) to ensure project alignment. Implement and track key project management processes including change management, work authorization, material control, cost collection, forecasting EACs, and corrective action plans . Interface regularly with Program Managers, Contracts, Senior Technical personnel, and cross-functional teams . Support new business proposals by contributing to EVMS requirements, schedule development, and cost volume inputs . Basic Qualifications : Bachelor’s degree and 8 years of project / program management experience . 5 years of experience leading EVMS implementations and managing cross-functional teams . Expertise in EVMS implementations and compliance , scheduling, financial disciplines ( pricing, program finance, FP&A, etc. ), and contract management. Ability to lead diverse teams including Program Finance Analysts (PFAs), Schedulers, Control Account Managers (CAMs), and Program Managers . U.S. Citizenship required . Preferred Qualifications : Proficiency with Microsoft Project, EVMS for Project, and Excel . Experience supporting aerospace, defense, or government contracting programs . Strong understanding of inter-company functional relationships to drive cross-functional collaboration.
