Duties

The Central Violations Bureau (CVB) is seeking a Supervisory CVB Clerk to join its team in San Antonio, Texas. The Supervisory CVB Clerk oversees up to eight CVB line staff. The incumbent must have in-depth knowledge of the Violation Notice Tracking System and a basic understanding of the Case Management/Electronic Case File (CM/ECF) application. The Supervisory CVB Clerk assists in meeting management objectives and reports to the Operations Manager.

The ideal candidate has ability to communicate effectively, both verbally and in writing, with technical and non-technical staff and the ability to influence, motivate, and lead staff to accomplish daily tasks. The position requires strong decision-making skills, the ability to work on multiple tasks simultaneously, and occasional travel.

Duties Include, But Are Not Limited To:

  • Planning work to be accomplished by subordinates, setting and adjusting short term priorities, and preparing schedules for completion of work.
  • Assigning work to employees based on priorities, the difficulty of the work to be performed, and the capabilities of employees.
  • Monitoring the status and progress of work, making daily adjustments in accordance with established priorities, and obtaining assistance from the CVB Operations Manager on policy or procedural questions.
  • Recommending changes to CVB operating procedures and policies to the CVB Operations Manager and CVB Chief.
  • Instructing all subordinates in specific work tasks and job techniques.
  • Producing written performance evaluations and approving leave for subordinates.
  • Reporting performance, progress, and training needs of subordinates to the Operations Manager.
  • Managing CVB schedules for hundreds of magistrate judges across the country and entering and updating schedules.
  • Serving as a liaison between district court staff and CVB during CM/ECF testing and transition to live operations.
  • Reviewing staff data entry, dockets, and paperwork returning from court.
  • Entering violation notices, fines received from issuing agencies, and other payments into the automated case-tracking and processing system.
  • Preparing, reconciling, and forwarding court dockets to the appropriate judicial office per defendant's request.
  • Answering telephone inquiries regarding pending and closed cases, payment information and other related matters.
  • Preparing routine and non-routine correspondence in response to inquiries.

  • Relocation expenses may be provided, but only if authorized by the Director of the AO.
  • The selectee of this position may be assigned to an official duty station outside the advertised area.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must be demonstrated in ALL areas defined below:

  • Experience with the Central Violations Bureau, criminal procedures and the Violation Notice Tracking System;
  • Using communication skills to resolve difficult situations and recommending new methods to resolve complex problems.
