Our Opportunity:

As an experienced and motivated budget analyst, you will leverage your business and technical acumen to refine analytical budget processes, tools, and applications to develop and shape budget information for senior leadership in the Department of Defense for executive-level decisions. You will develop briefings, whitepapers, and other materials in support of senior Department of Defense leadership to align with and support the National Defense Strategy and other authoritative issuances. You will provide support and guidance and collaborate with Department of Defense combatant commands, services, and agencies to build consensus based on best practices and lessons learned for the adoption of current and emerging best practices.
In support of the Deputy Chief Information Officer for Cybersecurity within the Office of the Secretary of Defense, you will provide analytical support for planning, programming, budgeting, and execution (PPBE) activities relating to cybersecurity, including the development and maintenance of capability planning guidance. You will collaborate with budget representatives from the Department of Defense Components to gather, analyze, and compile cybersecurity budget data and supporting artifacts for review and incorporation into the client's records. You will coordinate and lead assigned projects, including meeting planning and execution, document review, and report preparation. In your spare time, you will participate in meetings with Department of Defense component representatives to ensure cybersecurity budget alignment and execution.
As a budget analyst on our team, you will:
- Provide senior Department of Defense leadership with detailed and actionable reports documenting findings from data processing, data analytics, and data aggregation for the Deputy Chief Information Officer for Cybersecurity within the Office of the Secretary of Defense.
- Provide expert budget analysis using business intelligence data for cybersecurity budget oversight.
- Administer quantitative and qualitative analysis techniques to budget data and resource requests.
- Apply best practices for analytical data collection, aggregation, normalization, and analysis.
- Analyze and process data while creating and maintaining models and report templates and developing dynamic, data-driven solutions using client tools such as SNaP-IT.
- Recommend appropriate performance measures, including lifts, efficiencies, confidence intervals, and other statistical metrics.
Education/Experience Requirements:
- 5 years of experience with financial and budget analysis
- Experience with DoD Planning, Programming, Budgeting, and Execution Processes Prioritizing Budgeting
- Ability to develop and manipulate Microsoft Excel pivot tables.
- Ability to gather, organize, manipulate, analyze, and track budgetary data.
- BA or BS degree OR equivalent experience
- Action Officer level experience with briefing and producing work products for senior clients, including GS-15, SES, or Flag level.
It would be nice if you had the:
- Experience with the DoD Issue Paper process
- Experience working full-time at a secretary-level Department or Agency
- Experience with the DoD task management system: CATMS
- Experience with DoD budget databases, including PRCP, PBIS, ABIDES, or STARS, and information portals, including DITIP, SNaP-IT, or DITPR
- Demonstratable analytical, interpersonal, and organizational skills
- Demonstratable verbal and written communication skills
- Certified Defense Financial Management (CDFM) Certification or DAWIA Level 1 Certification, including Business or Financial Management
