Job Overview
Conducts quality assurance testing of highly complex software applications.Provide insight which is exercisable across the large part of the organization or by managing a team of managers by influencing outcomes. Oversee & coordinate assigned QA program in support of customer accounts. The required skill set includes Payer/Provider Healthcare experience, client-facing interactions with Directors and Senior Managers, leading a team, mentoring, and coaching, developing test strategies, and experience with cutting-edge Agile/Azure Cloud offerings. The technical skill set includes QA Automation and ETL/Data Warehouse experience. The main function of a QA lead is to establish system information requirements using analysis of information in the development of enterprise-wide or large-scale information systems.
Job Responsibilities:
The job involves designing architecture to include the software, hardware, and communications to support the total requirements as well as provide for present and future cross-functional requirements and interfaces. It ensures these systems are compatible and in compliance with the standards for agency IT architectures, and profiles of standards as they apply to the implementation and specific to the solution for the platform, integration with other systems, and the external interfaces. The role involves analytically and systematically evaluating problems of workflows, organization, and planning, and developing appropriate corrective action. It also involves providing daily supervision and direction to staff.
Essential Functions:
• Carries out procedures to ensure that all information systems products and services meet minimum organization standards and end-user requirements.
• Defines master test plans to document overall testing strategy for a project.
• Thoroughly tests software to ensure proper operation and freedom from defects prior to implementation. Documents and works to resolve all problems.
• Devises improvements to current procedures and develops models of possible future configurations. Performs workflow analysis and recommends quality improvements.
• Establishes software quality standards for life cycle, documentation, development methods, testing and maintenance.
• Establishes quantitative measurements and techniques for measuring software quality.
• Establishes advanced software test standards and methods and conducts complex software tests.
• Reviews and evaluates software quality assurance products and services for applicability to in-house needs.
• Assists with selection of software test engineers for assignment to projects. Mentors and manages more junior level test engineers.
• May be responsible for managing teams of onshore and offshore resources.
• Strong proficiency in developing test strategies utilizing cutting-edge Agile/Azure Cloud offerings.
• Proven experience in analyzing and establishing system information requirements for an enterprise-wide Quality Assurance strategy.
• Proven experience in designing architecture to include the software, hardware, and interfaces.
• Proven healthcare Payer/Provider experience and ability to translate business processes into IT requirements.
• Proven experience in leading, mentoring, coaching, and motivating a team of QA professionals.
• Good presentation skills to present total requirements as well as present and future cross-functional requirements and interfaces.
• Excellent IT systems debugging and troubleshooting skills.
• Ability to apply fundamental concepts, processes, practices, and procedures on technical assignments is required.
• Proven skills in providing thought leadership and being a trusted advisor for the client.
• Ability to assess current information, define a future state, and align Quality Assurance roadmap with the Enterprise roadmap.
• Provide guidance, interpretation, support, training, and key input to development groups for consultation and interpretation of regulations, guidelines, corporate standards, and policies
• Strong client-facing interactions with Directors, Senior Manager’s and leadership level
Qualifications:
A bachelor’s degree in a technical field such as computer science, computer engineering, or a related field is required. An MBA or other related advanced degree is preferred. Experience with broad technology delivery, including custom development using various development languages, is necessary. Experience with providing technical leadership, mentoring on software engineering design, development, and frameworks, analyzing alternatives, and presenting technical options to leads and clients is also required. Experience with driving technical planning and solutions for a small software portfolio, including authoring or managing the development of software designs, managing vendor evaluations, and justifying technical recommendations is necessary. The ability to apply fundamental concepts, processes, practices, and procedures on technical assignments is required. Practical experience and training are also necessary.

The potential base pay range for this role, when annualized, is $115,000.00 - $195,000.00. The actual base pay offered may vary based on a number of factors including job-related qualifications such as knowledge, skills, education, and experience; location; and/or schedule (full or part-time). Dependent on the position offered, incentive plans, bonuses, and/or other forms of compensation may be offered, in addition to a range of health and welfare and/or other benefits.Salary : $115,000 - $195,000
