OVERVIEW & PURPOSE: Performs administrative and public safety work planning and maintaining the County’s emergency management program and assists the Emergency Management Coordinator in daily activities and in his absence. Responsible for assisting in the development of the County’s Emergency Operations Plan; coordinating and managing emergency and disaster situations; and planning and coordinating disaster mitigation. Work includes assisting in planning, developing, implementing and maintaining a County-wide emergency response plan that addresses mitigation, response and recovery plans; assisting in the emergency operations center during a disaster; and consulting with nursing homes, hospitals, schools, etc. on effective response and recovery plans; and working with other counties and state and federal agencies in planning. Sound independent judgement and decision making is required in controlling the situation and coordinating law enforcement, fire, and many other governmental agencies and volunteer organizations. Knowledge of federal, state, and county policies and regulations in disaster planning and response, and hazardous waste management is required. Continually on-call for emergency situations. Work subjects the employee to inside and outside environmental conditions, extreme temperatures, noise, vibration, hazards associated with emergency management work, fumes, chemicals, dusts, odors, gases, and oils. Duties may also expose the employees to human body fluids during emergency and disaster coordination situations and thus the work is subject to the OSHA requirements on bloodborne pathogens. Work is performed under regular supervision and is evaluated through conferences, reports and feedback on services and emergency coordination.ESSENTIAL FUNCTIONS: Provides the day-to-day and detailed work in planning, implementing and evaluating the emergency operations plan; reviews previous situations and identifies problem areas and develops options for improving response and recovery.Assists with coordination of law enforcement, fire and rescue, EMS, nuclear utilities, governmental agencies and volunteer organizations in preparation for and at emergency/disaster situations, including being on rotating call.Assures the readiness of the EOC and Plans for continuity of government in emergencies and staffs the EOC when activated.Consults with a variety of community groups and facilities such as nursing homes, adult day cares, group homes, schools and hospitals to assist them in developing emergency response plans; works with other local governments and area colleges for their emergency plans; maintains Tier II, special needs, nursing home, resource and NIMS data bases.Coordinates the Public Notification Program for emergency information and other issues.Assists with administration of the SARA Title III hazardous materials and chemicals program; serves as liaison with industry in planning and compliance procedures; coordinates response and recovery from local disasters and calls for service.Assists with coordinating large events and mass gatherings, parades, festivals, balloon rallies, etc. as a representative for the County.Participates in maintenance of Departmental equipment.Assists FEMA Representatives during all phases of a disaster.Conducts drills for public and emergency response personnel to ensure readiness and test response plans.ADDITIONAL FUNCTIONS: Represents the County on a variety of Committees.Attend necessary training to maintain Certifications and keep abreast of new technologies.Performs related duties as required.KNOWLEDGE, SKILLS, & ABILITIES: Considerable knowledge of the practices, procedures, standards and regulations regarding emergency management coordination at the local level.Considerable knowledge of procedures involved in the preparation of federal and state grant applications and in disaster recovery procedures including documentation and FEMA related policies and regulations.Considerable knowledge of modern principles, practices, and processes involved in emergency management and hazardous materials handling and storage, and resources availability.Considerable knowledge of the geographical layout of the County and all municipalities.Considerable knowledge of current literature, trends and developments in the field of emergency management.Ability to communicate effectively in oral and written forms.Ability to react quickly, effectively, and professionally in emergency situations and major disasters.Ability to use sound judgment and determine best options and to make critical decisions in adverse situations.Ability to interpret, explain, and apply laws, policies, procedures and regulations during specific emergency situations and in daily operations.Ability to plan and coordinate response efforts during an emergency.Ability to establish and maintain effective working relationships with emergency agencies and personnel, volunteer organizations, Public Officials at the Local, State and Federal levels, business and community leaders and organizations, other department heads, superiors, employees and the media.EDUCATION/EXPERIENCE “REQUIREMENTS”: Graduation from a Community College with an Associate’s Degree and considerable experience in Emergency Management Planning and coordination; or an equivalent combination of education and experience.ADDITIONAL “REQUIREMENTS”: Possession of a valid North Carolina Driver’s License.Certification as an Emergency Management Coordinator, Associate Level by the North Carolina Emergency Management Association’s Training and Certification within two years.This position is designated as an authorized Motor Vehicle Operator for Iredell County and requires adherence to the Iredell County Vehicle Operations Policy.Certification to Operations Level in Hazardous MaterialsNIMS 100, 200, 300, 400, 700, 800.“PREFERRED” QUALIFICATIONS: NONE.
