Summary: Under the supervision of the Chief of Operations, the Human Resources Manager will provide leadership for all activities that relate to the efficient organization of the Human Resources Department.
|
Essential Duties and Responsibilities:
- Determines, defines, and outlines operating procedures for achieving goals, objectives, and priorities of the Human Resources Department.
- Prepares budget recommendations for the Human Resources department.
- Supervises, trains, and evaluates Human Resources department staff as required.
- Maintains close contact with all departments and schools in planning and anticipating personnel needs of the school system; forecasts human resources needs on long and short term basis.
- Directs the administration in all transactions regarding appointments, separations, placements, transfers, promotions, leaves of absence, disciplinary matters, and other related personnel matters.
- Oversees the analysis and interpretation of various reports pertinent to all aspects of personnel including expenditures, staffing, salaries, and administrative practices; assembles appropriate data and development of staff projections.
- Oversees the advertising of positions, preparation, and administration of appropriate examinations, evaluations, and interviewing of applicants; oversees a complex job analysis and development of job descriptions and salary administration program to ensure fair, equitable, and progressive personnel practices.
- Advises the HOS and COS on personnel matters and organizational structure; communicates data regarding personnel matters and procedures to the HOS and COS.
- Implements recommendations for staff assignment and reassignment in cooperation with principals and appropriate staff.
- Ensures that all new hires are budgeted; making recommendations for hire to the COS and HOS for final approval.
- Maintains a confidential system of personnel records as appropriate for all levels of employees; ensures that records of personnel transactions such as hires, promotions, transfers, and terminations are maintained; keeps records of hired employees.
- Counsels and advises management regarding personnel problems.
- Handles all matters with regard to employee negotiations, employee hearings and employee relations to ensure that the rights and responsibilities of all employees are adequately conveyed and that procedures to ensure the rights and responsibilities are adequately implemented
- Ensures compliance with all local, state and federal laws relating to personnel issues, including non-discrimination and equal employment opportunities.
- Supervises and ensures that the Human Resources department is utilizing updated technology for the maintenance, retrieval, and transportation of all vital employee records.
- Ensures that all employee records are maintained and allows for confidential accessibility and retrieval.
- Maintains liaison with the personnel units of community, state and federal agencies
- Directs the preparation, review and submission of statistical reports and analyses required by local, state and federal agencies.
- Supervises, coordinates, and directs all activities related to benefits and retirement services and ensures compliance with local, state and federal mandates and policies.

Qualifications, Education and Work Experience:
- Bachelor degree in Human Resources or related field of study
- Five years of experience in HR Management at the supervisory level focusing on staff certification, labor relations record keeping and human relations
- Preferred: Master Degree Human Resources or related field of study and Professional Human Resources Designation (PHR or SPHR).
- Requires advanced knowledge of federal, state and local laws and regulations pertaining to Human Resources. Requires knowledge of and skills in personnel records management, recruiting, benefits, compensation, and employee relations.
- Excellent verbal and written communication skills, including ability to effectively communicate with internal and external customers
- Computer proficiency (MS Office – Word, Excel and Outlook)
- Must be able to work under pressure and meet deadlines, while maintaining a positive attitude and providing exemplary customer service
- Ability to work independently and to carry out assignments to completion within parameters of instructions given, prescribed routines, and standard accepted practices
