ITnova is seeking a DBE Compliance Support Specialist to assist with outreach and compliance functions related to DBE program services for the Key Bridge Rebuild Project. The role includes supporting subcontractor onboarding, ensuring compliance with DBE regulations, and coordinating outreach initiatives.

- Assist with outreach to DBE business community, advocacy, groups, and professional organizations.
- Establish/Maintain Office Hours Schedule to facilitate DBE access to project staff and information
- Project Update/Outreach Newsletter
- Event planning and coordination
- Foreign Language Translation (as required)
- Coordinate/support special events and community presentations.
- Correspondence Management – Email/Phone Inquiry Responses and Escalation, as required
- Support DBE Subcontractor Onboarding functions
- Issue Management and Escalation
- Support/facilitate technical assistance/capacity building workshops and programming
- Support of compliance functions to ensure compliance with local, Federal (49 CFR part 26) and client DBE program requirements. May include:
- Good Faith Effort Management/Documentation
- DBE Certification Reviews
- CUF Reviews; performing site visits and investigations as needed
- DBE Payment Monitoring and Reporting
- DBE Utilization Reporting
- College degree or equivalent experience.
- 5 years of experience in program or project management: some combination of procurement, community relations/outreach, small/disadvantaged business development, contract administration, business administration, government affairs or construction related field.
- Familiarity with databases and compliance reporting software.
- Fluent knowledge of local, state, Federal contracting regulations pertaining to DBE program management
- Experience implementing and managing a 49 CFR part 26 compliant DBE program
- Working knowledge of major infrastructure projects/construction operations
- Outreach experience with diverse, targeted audiences
- Familiarity with local (Baltimore area) subcontracting community
- Ability to work collaboratively with Kiewit project staff, other consultants, engineers, and multiple stakeholder groups
- Ability to quickly respond to project needs for day-to-day or as needed functions
- Excellent verbal and written communications skills are required.
