CLASSIFICATION SPECIFICATION

CLASSIFICATION TITLE: CODE ENFORCEMENT OFFICER

PURPOSE OF CLASSIFICATION

The purpose of this classification is to perform activities to enforce County and state ordinances and codes. Performs related tasks to include issuing warnings and citations, responding to inquiries and concerns regarding code enforcement issues, appearing in court, and preparing related documents and reports.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Enforces County ordinances, codes, building codes, erosion and sedimentation ordinances and related state and local rules and regulations.

Issues warnings and citations, prepares and maintains related records.

Responds to inquiries and concerns regarding code enforcement issues, provides interpretation of codes and explanation of potential violations.

Performs various tasks involving court related proceedings; prepares related documents and reports to assist in building and documenting case information; interviews witnesses; obtains pictures of evidence; appears in court to provide testimony on cases.

Operates a personal computer, printer, fax, copier, and other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software; operates a patrol vehicle to perform duties and deliver documents.

ADDITIONAL FUNCTIONS

Performs other related duties as required.

MINIMUM QUALIFICATIONS

Associates degree in law enforcement and criminal justice, or related field and a minimum of one to two years’ experience enforcing County codes; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess a valid driver’s license and other certifications deemed necessary by the Public Development Director.

Data Utilization: Requires the ability to determine, calculate, tabulate, or summarize data/information. Includes performing subsequent actions in relation to these computational operations.

Human Interaction: Requires the ability to provide guidance, assistance, and/or interpretation to others regarding the application of procedures and standards to specific situations.

Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to start, stop, operate and monitor the functioning of equipment, machinery, tools, and/or materials used in performing essential functions.

Verbal Aptitude: Requires the ability to utilize a wide variety of reference and descriptive data and information.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs.

Functional Reasoning: Requires the ability to carry out instructions furnished in written, oral, or diagrammatic form. Involves semi-routine standardized work with some latitude for independent judgment concerning choices of action.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving a variety of generally pre-defined duties which are often characterized by frequent change.

ADA COMPLIANCE

Physical Ability: Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Tasks may require exposure to such environmental conditions as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, violence, disease, or pathogenic substances.
