Position Summary
Help shape the future of library services in Jackson County. The newly-created Community Engagement Services Manager position will be the public relations coordinator for JCLS and help build a strategy to promote library services across the County and build awareness about the library. This position directly oversees Outreach, serving patrons throughout the community from birth through late adulthood; as well as Spanish Language Services, Technology Education, and Marketing. The Community Engagement Manager serves on the core administrative team for the District and helps promote the library and its services. JCLS is a 15-branch library system in Southern Oregon. Its mission is to connect everyone to ideas, information, and each other.
Duties and Responsibilities
- Collaborates with the Library Director and senior leadership to develop communication strategies that broaden its reach and deepen the impact of the Library.
- Manages with integrity, honesty and knowledge to promote the culture, values and mission of JCLS, and creates thriving libraries in the heart of the community.
- Supervises, leads, and mentors a dynamic team of professionals, librarians and library specialists that provide excellent and relevant customer service in the areas of Outreach, Technology Education, Marketing, Public Relations, and Spanish Engagement Services.
- As part of the administrative leadership team, works together to formulate vision, set goals, devise strategies, and set timelines for execution and implementation of the Library’s priorities.
- Supervises staff.
- Coaches, mentors, and trains direct reports to execute strategic action plans that meet operational and organizational objectives.
- Oversees the development of District-wide community engagement goals and directs staff in the planning, coordinating, and administering of outreach events on a local library and District level.
- Serves as primary creator of the Library's communications with the public, responding to inquiries about JCLS from the public and outside agencies.
- Leads the public relations and communication efforts for the District.
- Promotes the library within service area; represents the library to other agencies and organizations; and makes formal and informal presentations.
- Prepares and monitors the Engagement Services annual budget, including the coordination of budget requests and monitoring spending activity throughout the fiscal year.
- Collaborates with community partners and maintains a comprehensive database of community organizations that organize outreach events.
- Serves as liaison with community groups and identifies and analyzes emerging community issues and needs to determine direction for Community Engagement services.
- Directs efforts of the Library’s Marketing team to provide the requisite materials to showcase library resources at community outreach events.
- Attends professional meetings and conferences to keep up with the latest trends and advances in libraries; maintains an awareness of new technologies.
- Leads, coordinates and/or serves on various internal and external committees.
- Follow all legal and policy requirements related to patron privacy and custodianship of patron records.
- Regular attendance.
- Performs other duties as assigned or required.
Compensation
JCLS has a 16-step salary schedule with each step at 1.5%. The starting salary will be based on steps 1-5 on Grade U of the schedule. New hires are placed based on applicable education and experience to the job, as well as keeping within Oregon state pay equity laws. The starting range for this position is $38.78 to $41.09 per hour or $80,448 to $85,461 per year. Staff members who pass a Spanish language competency test are eligible for a Bilingual Stipend per JCLS policy.

Requirements:MINIMUM QUALIFICATIONS
- Master’s Degree in Library and Information Science from an ALA accredited institution OR Bachelor’s Degree in Communications, Public Relations or other related field.
- Three years of progressively responsible library managerial experience and/or administrative functions of a library, or equivalent knowledge.
DESIRED QUALIFICATIONS
- Bilingual in Spanish.
- Advanced experience analyzing and applying financial reports and library related data (usage, demographics, trends, etc.).
- Demonstrated successful experience in a complex, fast-paced environment.
SPECIAL REQUIREMENTS/LICENSES
- Criminal background check required.
- Must be able to travel to other locations to perform work, and/or attend work-related meetings, workshops or conferences.
Salary : $80,448 - $85,461
