Position Summary
The IT Manager leads a team that focuses on the intersection of technology and library services, providing strategic and operational leadership for the District's information technology to support all users of Library systems - internal and external. The IT Manager oversees technology infrastructure development and maintenance, network management, technology hardware management, cybersecurity, and daily IT department operations, including the public website and intranet. The IT Manager works with library leadership to identify and recommend technologies that support the growth and strategic direction of the District.

Duties and Responsibilities
- Responsible for the overall planning and managerial operations of the District's IT functions including long-term strategic and short-term operational goals.
- Oversees the day-to-day work of the IT department, including installation, deployment, operation, and maintenance of software and hardware; user support; technology needs analysis; and the administration and operation of computer and other information technology equipment and telecommunications systems.
- Supervises information technology staff and creates a work environment that encourages high performance, collaboration, and excellent customer service.
- Develops, implements, and maintains efficient processes and standard operating procedures for the organization's IT systems and department staff.
- Manages the administrative functions of the department including authorizing financial transactions, contract administration, project management, departmental documentation, and inventory.
- Monitors and evaluates the efficiency and efficacy of the District's technology infrastructure, service delivery methods, and procedures.
- Serves as a backup in maintaining the Library's website, built in WordPress.
- Develops and implements business continuity of operations protocols to minimize disruption to business operations in the event of emergency situations, power outages, or data loss.
- Ensures the District's cybersecurity posture through the security of systems, networks, and enterprise information, as well as adhering to best practices in library privacy and confidentiality values.
- Facilitates IT security audits or investigations.
- Prepares and evaluates competitive bids and RFPs in accordance with Oregon procurement and District policies.
- Develops and maintains relationships with external IT vendors and service providers.
- Identifies and implements emerging technologies for use by staff and / or patrons.
- In conjunction with the Assistant Director of Support Services, develops and leads the objectives outlined in the 3-year rolling Technology Plan.
- Regular attendance.
- Performs other duties as assigned.
Compensation
JCLS has a 16-step salary schedule with each step at 1.5%. The starting salary will be based on steps 1-5 of the schedule. New hires are placed based on applicable education and experience to the job, as well as keeping within Oregon state pay equity laws. The starting range for this position is $97,785 to $103,878 per year.
