What are the responsibilities and job description for the Citation / Criminal Traffic Clerk position at Jackson County, WI?
This position would be responsible for entering all traffic, criminal traffic, forfeitures and juvenile ordinance actions in the computer. The position requires preparing case files, docketing and scanning all papers filed on the computer, ensuring cases move efficiently through the court system, clerking in cases in the courtroom and taking minutes on each action. This position is also be responsible for receipting money, bail bonds and bond cards on the above cases. When closing these cases they must be coded correctly to determine how all court costs, fines and assessments are paid over to the state, county and municipalities. This position serves the public by assisting at the counter and over the phone and performing receptionist tasks. This position can be expected to cross train in other duties of the Clerk's office as required or needed.
GENERAL DUTIES
- Lifts suspensions, amends and cancels warrants and satisfies civil judgments as fines, costs and fees are paid
- Performs record retention duties, reviewing all exhibits on their cases and offering them back to the parties and/or destroying them in accordance with the law
- Turns over case files to the Historical Society or destroys them in accordance with the law
- Cancels warrants in a timely manner with the Sheriff's Office and Wisconsin State Patrol, when appropriate
- Provides appropriate counter and over-the-phone service to the general public, attorneys and other agencies by: greeting, providing information and assistance and answering appropriate inquiries
- Interacts with the public and co-workers in a courteous, proficient, and professional manner. Works in a professional manner with attorneys and other court officials
- Ensures cases are scheduled appropriately before the Court. Reviews cases on a regular basis and has them set for trial or hearing as needed
- Compiles cases for the appellate court in a timely and accurate manner
- Clerks in the courtroom: takes minutes, swears in witnesses and interpreters, and tracks, accurately records, and maintains exhibits
- Maintains confidentiality of records
- Collects court fees or fines and records amounts collected
- Prepares and maintains up-dated and detailed records accurately. Files closed/pending cases
CITATION/CRIMINAL TRAFFIC CLERK DUTIES
- Monitors compliance of community service, teen court, Underage Violators Program (UAP) and Intoxicated Driver Intervention programs requirements and sets for hearing if non-compliant
- Enters and scans appropriate financial codes when closing cases and insures money applies appropriately
- Enters cases and documents on computer
- Prepares orders for alcohol assessment
- Downloads and processes electronic citations and enters manual citations. Checks for errors and contacts issuing officer if corrections are needed
- Prepares traffic, juvenile and truancy calendars for the court officers and the court
- Closes out weekly traffic calendar and stipulated cases
- Schedules pre-trials, adjourned initial appearances, status conferences, and sends out notices
- Provides information to the public regarding occupational driver's licenses, alcohol assessment, Underage Drinking Program, OWI program requirements and Ignition Interlock Devise requirements
- Maintains an excellent working relationship with all law enforcement agencies/officers to ensure all citations are received timely and any necessary changes/amendments are made
- Stays current in laws regarding operating while intoxicated, operating after revocation/suspension violations, and appropriate suspensions and/or revocations required
- Sends pretrial list to appropriate prosecuting agency weekly
- Sends citation and criminal traffic disposition information to the Department of Transportation
- Sends citation dispositions to news media weekly
- Checks DOT website monthly to ensure cases are being reported accurately
- Forfeits bonds in accordance with court order
- Advises Judge of pending decisions
EDUCATION AND EXPERIENCE REQUIREMENTS
- High School Diploma or equivalent; post-secondary coursework in legal secretary, paralegal or related field preferred
- Minimum of one (1) year experience in a law office or legal services environment
- Computer experience including Microsoft Office Suite
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED TO PERFORM JOB
- Knowledge of laws regarding operating while intoxicated, operating after revocation/suspension violations, and suspension and/or revocations ordered on cases
- Knowledge of standard office practices and procedures
- Knowledge of legal forms and terminology
- Knowledge preferred in Microsoft Word and Excel
- Excellent communication skills, enjoy working with the public and have the ability to work well while under stress
- Bookkeeping skills
- Typing and calculator skills
- Ability to work in a professional manner with attorneys to check on status of cases and schedule for necessary court hearings
- Ability to accurately prepare and maintain up-dated detailed records
- Ability to exercise independent judgment and initiative
- Ability to read and interpret documents, and laws in the English language
- Ability to listen to and understand information and ideas in spoken and written format so individuals may effectively understand and convey communications
