This is professional research and analytical work in the collection, analysis, and presentation of criminal, offender, and juvenile data. The work requires knowledge of the methods and techniques used in research and analysis of criminal data which is usually gained through formal education and work experience. Contacts require skills in understanding and influencing others which are important in collecting data and presenting results of analysis to others. The work is performed following substantially diversified procedures and specialized standards with latitude to consider which procedures to follow and in what sequence to achieve the required job results. The work involves differing situations requiring the use of judgment in searching for solutions or new applications within one's own experience. The work is performed in an office environment. Operates personal computers, plotters, and printers, utilizing relational databases, graphics, Geographic Information Software (GIS), spreadsheets, word processing, desktop publishing, mainframe downloads, and related applications. The physical demands consist mainly of sitting at workstations using microcomputer equipment for extended periods of time and the lifting of objects weighing less than 50 pounds. The work is performed under limited supervision where the work assignments are subject to established procedures, practices, precedents, methods, techniques, and well-defined policies; the worker plans and organizes the work and determines priorities; and the work is reviewed, usually after the fact, in terms of quality, accuracy, timeliness, usefulness, and adherence to established methods, standards, and policies.
Examples of Work
- Conducting analysis of regional crime patterns, series and trends. This involves querying data in MS SQL Server (includes joining and editing data), utilizing reports in Microsoft Reporting Services, creating maps in ESRI Products, performing open source queries, and then preparing these products to be distributed to partner agencies in bulletins, emails, briefs and other formats.
- Reviewing, classifying and creating initial workups for regional cases that meet defined criteria for follow-up and/or escalation and assessing the viability of these options. Performing the duties listed in (2) on selected cases.
- Research and create crime and intelligence bulletins based on law enforcement and open source data. This includes the querying and collection of that data, including social media.
- Provide analytical support, performing the duties listed in (2), for other law enforcement agencies in the region.
- Manage, maintain, document and create accounts on social media platforms for use by all personnel at the center along with supporting the computers and mobile devices used to perform these queries. This will require knowledge of TCP/IP networking and social media platforms.
- Participate in regional cybersecurity exercises, meetings and trainings along with maintaining the distribution list for cybersecurity products at the FC and disseminating products, both received and created, to that list.
- Conduct trainings in a one-on-one or small group setting for personnel from other law enforcement agencies on analytical and technological best practices and techniques and serve as an ongoing point of contact for personnel from other agencies.
- Assisting FC personnel with various IT related tasks at the center including, but not limited to, supporting desktop and laptop computers, servers and network hardware, server and desktop operating systems, as well as applications and databases.
Knowledge, Skills and Abilities
- Graduation from an accredited college or university with major course work in criminal justice, intelligence, information systems, social science, geography, or related fields. Graduate degree preferred.
- Firm understanding of relational databases including querying, editing, and manipulating data across multiple tables. SQL, Oracle, Access or related backgrounds preferred.
- Extensive working and/or academic knowledge one or more GIS applications. ESRI products preferred.
- Strong understanding of statistics and reporting.
- Understanding of analytical techniques including research methods, crime theory, and process evaluation. Real-world experience with complex problem-analysis or intelligence-analysis preferred.
- Ability to communicate effectively with JSO personnel at all levels as well as personnel from other local, state and federal agencies.
Open Requirements/Supplemental Information
A Bachelor’s Degree from an accredited institution with a major in criminal justice, criminology, intelligence, information systems, statistics, geography, or related field is required.
A Master’s Degree from an accredited institution is preferred.
Prior work experience in law enforcement is preferred.
One year of professional experience in research, data analysis and/or statistical work is preferred.
It is required that the candidate be a US Citizen through birth or naturalization (no dual citizenship) and must be eligible for a Federal Security Clearance.
A Florida Class “E” Driver’s License is required to apply and must be maintained throughout employment.
This position is granted funded and is not a permanent civil service position.
