Job Title: Project Manager – Airfield Development
FLSA Status: Full-time, Exempt

Position Description Summary:
The Project Manager has demonstrated design and construction experience to support airfield development projects. Candidates should be self-motivated, critical thinkers and have the capacity to work within a fast-paced environment. Successful incumbents will be capable of working individually and in team environments. Strong oral communication skills, including the ability to understand and follow oral and written communication, are required.
The Project Manager has primary responsibility for and leads overall project performance including, costs, schedule, quality, and project status. This position involves serving as the primary liaison with design teams, general contractors, airport management and staff, and key project stakeholders. This candidate shall be familiar with airport projects including runways, taxiways, aprons, vehicle service roads, airfield lighting and signage installations, navigational aids, drainage improvements, utility relocation and protection, and pavement rehabilitation from design development through construction delivery and project closeout. Additionally, the Project Manager is responsible for the management of the technical and financial aspects of assignments.

Requirements
Essential Functions of the Position:
The Project Manager reports to the Executive Program Manager – Implementation Services Division and will share and support the following responsibilities:
- Professionally represent Jacobsen|Daniels to clients and key stakeholders
- Provide program/project leadership to support corporate and client initiatives
- Oversee a staff of 2-3 direct reports and collaborate with other J|D Project Manager(s)
- Execute project strategic plans to achieve goals and metrics
- Coordinate with Landside Project Management team in resources, job site coordination and a variety of facility development projects
- Establish program/project goals and objectives
- support Directly manage the procurement of design, construction and implementation of the project, including scopes of services, budgets, and schedules
- Proficient in reviewing design and construction drawings and specifications
- Develop and maintain excellent relationships with the owner, architect, consultants, subcontractors, and other key stakeholders
- Liaise with governing authorities and regulatory agencies
- Provide project reporting documentation for internal and external clients
- Oversee and manage procurement of design, construction and various subject matter expertise services, including scopes of services, budgets and schedules.
- Proficient in reviewing design and construction drawings and specifications.
- Establish and maintain project reporting procedures.
- Develop, monitor and track the project schedule and budget with look ahead schedules, milestone schedules, and project specific CPM schedules
- Acts as Owner’s representative on the project, ensuring document control systems are developed, communications to project team and stake holders are updated, and oversee the design and construction process.
- Facilitates coordination with other airport departments and regulatory agencies and various stakeholders including third party inspectors, planning, TSA, FAA, local permitting agencies, etc.
- Identifies and coordinates construction barricade and messaging plan, utility shutdown requests, impact and disruption notices and contingency planning.
- Understand and enforce contractual responsibilities, contract documents and provide dispute resolution
- Manage the review of change orders, including processing and assessing cost and schedule impacts, and providing recommendations for approval/disapproval
- Prepare/verify and monitor progress billings to the owner and from contracted service providers
- Manage productivity planning and monitoring
- Provide performance status reports regarding project progress, cost forecasts, schedule, risks, and safety
- Manage all facets of project close-out
- Ensure project profitability
- Travel may be required
- Other duties as assigned by the Vice President – Program & Construction Management
Qualifications:
- Must possess demonstrated leadership ability in managing staff and project efforts and embody a progressive and innovative attitude toward construction technologies, and a thorough understanding of all project systems.
- Strong working knowledge of pre-design and pre-construction, building systems / components and technology, contract management, project delivery methods, team building and client relationship building required.
- Strong abilities to facilitate and document productive meetings between stakeholders, contractors, design teams, and specialty vendors are highly desirable.
- Self-starter with a strong work ethic
- Demonstrated ability to work in a collaborative team environment, identifying and managing project responsibilities and the ability to train and mentor others, and effective people skills
- Proven success in leading cross-functional teams to deliver large scale projects
- Strong communication and leadership skills, with the ability to interact at all organizational levels
- Ability to perform regular physical site inspections
- Demonstrated knowledge of FAA guidelines and regulations
- Proficiency in Microsoft Office Suite, MS Project, SharePoint, AutoCAD, Primavera P6, Adobe Acrobat, Bluebeam, etc.

- Software/Office Equipment — proficient in computer software applications utilized to administer terms of the contract through project controls (e.g. MS Project, SharePoint, Microsoft Office Suite, AutoCAD, etc.)

- Planning/organizing — prioritizes and plans work activities, uses time efficiently, and develops realistic action plans
- Quality control— demonstrates accuracy and thoroughness and monitors own work to ensure quality.
Education and Experience:
A Bachelor’s degree in Project Management, Architecture, Engineering, Construction Management, or equivalent experience. A minimum of ten (10) years of proven experience as a Project Manager on airfield construction projects valued at $20 million and over with progressive project responsibility desired.
Licensing/Certifications:
- Valid Driver’s License
- Employment with Jacobsen|Daniels is contingent upon passing a substance abuse test and the ability to pass a TSA and Homeland Security background check for an airport SIDA badge.

Physical Demands:
While performing the duties of this job, the employee is regularly required to stand and/or sit for long periods, bend, use hands to manipulate (type), talk and hear; walk; sit, and lift or move no more than twenty (20) pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.

Working Conditions:
Primarily working in an office setting, and/or a construction site out of a field office or construction trailer. May be required to travel occasionally as needed to satisfy company and client needs.
