Job Summary
$58,095-$104,429 / year DOQ Full-Time County Benefits
Performs professional work primarily participating, managing and overseeing components of the County's Municipal Separate Storm Sewer System (MS4) permit, including stormwater inspection program, Illicit Discharge Detection and Elimination (IDDE) investigations, dry weather screening, and public outreach.
There are three levels of the Planner position distinguished by the level of work performed and the qualifications of the employee.
Planner I: $58,095 - $90,804/ year
Planner II: $62,200 - $97,371/ year
Planner III: $66,613 - $104,429/ year
Responsibilities
Manages the Public BMP inspection program, including coordinating with Capital Projects on necessary repairs, Grounds Maintenance on routine maintenance items, and private contractors on non-routine maintenance items.
Manages the Private BMP inspection program, including coordinating with Stormwater and Resource Protection Division inspectors, commercial entities, Homeowners Associations, and private contractors.
Investigate illicit discharges and develop reports for the annual MS4 report.
Perform dry weather screening on select County outfalls for the annual MS4 report.
Provides guidance and training on stormwater materials to HOAs, staff and citizens.
Ability to use multiple software programs, including Microsoft products, GIS and proprietary software.
Qualifications:
- Any combination of education and experience equivalent to a Bachelor’s degree in environmental science, biology, ecology, civil engineering or other natural resource management field.
- Must possess, or be able to obtain within 30 days of hire, a valid Virginia driver’s license and have an acceptable driving record based on James City County criteria.
- Knowledge of effective public relations practices, methods, and techniques; effective training practices, methods, and techniques and an ability to make effective presentations.
- Knowledge of stormwater management, treatment approaches to address bacteria, sediment, and environmental hazards; principles and processes for assessing water quality conditions, including water quality standards and methods and techniques related to the evaluation of water quality.
- Ability to use independent judgment and be creative and flexible in accomplishing work; listen and communicate effectively both orally and in writing; and work effectively in the public realm with citizens, staff, and elected officials.
- Ability to analyze and interpret complex natural resources data, including technical site development plans and projects; communicate complex technical issues both verbally and in writing.
