Payroll
- Prepare, analyze and implement payroll transactions in a timely manner such as processing new hires, terminations, status changes, paid time off, short term disability, deduction and withholding authorizations, direct deposit accounts, and application of benefit deductions.
- Process new hires in payroll software and work with the Human Resource Generalist/Benefit Specialist on management of checklists to ensure all information needed to process pay is obtained and licensure tracking is in place.
- Perform all phases of the bi-weekly payroll processing cycle in accordance with facility policies and FLSA guidelines to include payroll balancing and required reporting in an accurate and timely manner.
- Monitor federal, state and FICA taxes, employee benefit contributions, garnishments, and other deductions to ensure accuracy of individual pay.
- Responsible for processing Year-End close requirements including processing and distribution of annual W-2 forms.
- Work closely with Finance on review and reconciliation of bi-weekly, monthly, quarterly and year-end reporting and tax filings.
- Maintain a payroll procedure manual.
- Responsible for payroll system maintenance.
- Serve as primary contact for payroll software requests and resolutions.
- Assist in developing recommendations to modify or change payroll programs, procedures, and policy.
- Coordinate communication tools to ensure staff has a thorough understanding of the payroll process.
- Reconcile benefit accounts and benefit premium statements from insurance companies.
- Research and respond to inquiries from employees and leaders regarding paychecks, deductions, accruals, and related wage and time questions.
- Process unemployment claims.
- Process employment verification requests.
- Responsible for the maintenance of a variety of files and recordkeeping systems including policies directly related to payroll and Time and Attendance.
- Assist in the annual market and merit review process to include salary survey completion, salary increase transactions within payroll system, and communication of annual increases to staff.
- Responsible for the audit of Time and Attendance issues to ensure policies related to Time and Attendance are being addressed each bi-weekly pay period. Responsible to communicate any issues or concerns to the manager.
- Manage the bi-weekly time and attendance close process to include monitoring transaction errors, requests, and approvals. Audit department transactions for accuracy and work with managers to resolve issues prior to close.
- Serves as an expert on running Time and Attendance reports and the distribution of appropriate reports to managers.
- Serve as primary contact for payroll for time and attendance requests and resolutions.
- Responsible to train new staff and current staff and answer Time and Attendance questions, assisting both managers and employees.
- Conduct in-service meetings regarding Time and Attendance at individual department meetings if requested.
- Coordinate benefit programs and related activities, including but not limited to, new hire enrollments, annual open enrollment, and qualifying life events.
- Conduct benefit enrollment sessions providing guidance and education on the benefit enrollment portal to ensure complete knowledge of all benefits available to new employees, including but not limited to, health and welfare, paid time off, and benefit eligibility periods.
- Perform day-to-day management of the 401(k)-retirement plan including processing of distributions, rollovers, loans, and responding to inquiries.
- Assist with quarterly retirement representative site visits including scheduling meeting rooms, individual session build on intranet, and day of management.
- Process all benefit enrollments and premium deductions in the HRIS/payroll software.
- Conduct exit interviews with all terminating employees to discuss health insurance according to COBRA guidelines, retirement benefits, Paid Time Off accruals, reference information, etc.
- Answer employee questions regarding benefits. Contacts carrier or consulting firm to resolve problems or concerns.
- Ensure accurate and timely premium deductions.
- Act as super user of the benefit enrollment portal and have the ability to troubleshoot and resolve issues and requests.
- Stay current on changing Federal and State regulations and legislation that affects healthcare benefits.
- Maintain employee confidence and protect operations by keeping personnel data confidential.
- Maintain personnel files.
- Responsible for updates and accuracy of content on the Human Resources page of TheCore. Focus on payroll and Time and Attendance communication.
- Assist with and monitor the annual budget for the Human Resources Department. Ensure all invoices are log, coded and submitted to Finance in a timely manner.
- Filing Workers Comp claims when they come in to Clarity.
- Act as backup to the Human Resources staff when absent or necessary.
- Responsible to ensure hospital’s official bulletin board and HR office displays are up to date and in accordance with local, state, and federal regulations.
- Attend local, regional, and national conferences on a rotational basis.
- Orders office supplies for Human Resource department as requested.
- Serve on JRMC Committees as needed
- Ability to use media equipment such as scanners, digital cameras, sound records, video equipment, and computerized overhead projection.

- PREPARATION AND TRAINING - Bachelor of science degree in Accounting, Business Administration, or Human Resource Management preferred.
- WORK EXPERIENCE - Two to four years in a responsible payroll/benefit and welfare plan related experience required. Worker’s Compensation experience beneficial. Proficiency with spreadsheet, word processing, and database software applications.
- ANALYTICAL ABILITY - Extremely high to assure a high degree of accuracy in all payroll and benefit calculations. Level of ability required in order to gather analyze and interpret data from a variety of sources.
- INDEPENDENT JUDGEMENT - Requires strong organizational skills to produce all assignments in timely manner. Moderate cost in time and good will result from errors made. Independent judgment is required to remain in compliance with State and Federal regulations.
- CONTACTS WITH OTHERS - Extensive contact with employees, applicants, visitors, and people having business with the JRMC. Viewed as a representative of Administration by the general public.
- SUPERVISING THE WORK OF OTHERS - Organizes and controls activities of payroll process and supervises and instructs all individuals who are involved in that function. Communicates policy and practice regarding payroll to all levels of the organization.
- RESPONSIBILITY FOR WELFARE OF OTHERS - Assumes primary responsibilities for specific functions within the limits of standard practice established by policy and procedure.
- MENTAL/VISUAL EFFORT - Diversified duties involving wide range of procedures and exercising of judgment in analysis of fact surrounding individual problems or transactions to determine what action taken within limits of standard practice. Work requires attention to detail regularly requiring mental/visual effort to produce error free work. Must be able to speak and write the English language in an understandable manner. Must be in good general health and demonstrate emotional stability.
- WORKING CONDITIONS - Excellent working conditions; works in a well-lighted office with modern equipment. Participates in and complies with facility's Safety Management Program.
