DESCRIPTION OF SERVICES:
The objective of this requirement is to provide Temporary Personnel Services for daily employment services in support of the operation of Dekalb County in Georgia. County departments will require the services of temporary personnel to assist with special projects of a time-limited nature, to fill in for staff on vacation or extended leave, and/or to assist during periods of peak activity. Skills test may be administered to access proficiency.
The Permit Technicians is responsible for providing customer service and processing permit applications for various construction-related activities. This position involves assisting the public with inquiries, ensuring compliance with local regulations, and managing financial transactions related to permit fees. The technician plays a crucial role in facilitating the permitting process and maintaining accurate records.
MINIMUM QUALIFICATIONS:
High School diploma or GED required. One year of experience in customer service or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. No certifications or licenses required.

Tasks include, but are not limited to, additional duties as assigned.
Normal working hours are 8:30 A.M. to 5:00 P.M., Monday through Friday.
During the assignment, temporary personnel shall not work for any period over eight (8) hours per day for a maximum of forty (40) hours per week without prior authorization.
DeKalb County government observes eleven (11) holidays during each calendar year: New Year's Day, Martin Luther King Jr. Day, President's Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veteran's Day, Thanksgiving Day, the day after Thanksgiving and Christmas Day. Whenever a County-observed holiday occurs on Saturday, the previous Friday will be observed. Whenever a County-observed holiday occurs on Sunday, the Monday following will be observed.

- ICC Permit Technician certification preferred.
- Excellent customer service skills with the ability to effectively communicate with diverse audiences.
- Attention to detail and ability to work accurately with complex information.
- Proficiency in computer applications, including permitting software and data management systems.
- Bilingual a plus (but not a requirement)

- Perform customer service functions by telephone, email, and in person; provide information and assistance related to division services, activities, procedures, fees, forms, or other issues.
- Assist the public in completing applications and other forms as needed; respond to questions/complaints; research problems; and initiate problem resolution.
- Process permit applications for all work requiring inspections or permits and Certificates of Occupancy; review applications for accuracy/completeness; verify proper County business licensure, state licensure, home builders licensure, zoning designations, etc.
- Accept construction plans and plan documents associated with permit processing; enter information into the database.
- Issue over-the-counter permits for residential repairs, alterations, mechanical, electrical, and plumbing permits; process applications for new construction, additions, signs, special administrative permits, Watershed reviews, and inspections.
- Verify state/local licenses when applicable; ensure paperwork is complete and filed; ensure information is entered into the database; submit completed permits to customers.
- Receive payments for permit fees; calculate permit fees; record transactions, issue receipts, and forward revenues as appropriate.
- Prepare/update daily administrative reports of base fees; report daily counts of permits issued and payments collected; submit reports to the finance department.
- Process contractor registrations; issue and renew registrations for various contractors including electrical, plumbing, sprinkler, suppression, and HVAC; verify state and business licenses.
