Business Manager Job Details:
- Coordinates and monitors fiscal activities including but not limited to: budget planning, analysis and implementation, long range financial planning, payroll, accounts payable and receivable, Title programs, grants, purchasing, contracting, and Medicaid billing
- Ensures compliance with all applicable laws, statutes, rules, regulations, codes, standards, and agency policies and procedures
- Ensures that purchase requests, vouchers, and vendor payments are documented and processed correctly and in a timely manner
- In collaboration with the Director of Operations, Superintendent, and other JCBDD Directors, coordinates and prepares the JCBDD’s annual budget
- Accurately projects revenue and expenses and analyzes fiscal data to assist in decision making and planning
- Collaborates with JCBDD leadership team to develop and implement cost containment strategies
- Develops proposals and procedures to manage costs, maximize revenue, and improve efficiencies
- In collaboration with the Director of Operations, monitors administration of JCBDD contracts by analyzing and negotiating contracts
- Evaluates JCBDD insurance needs and makes recommendations to the Director of Operations
- Prepares monthly financial reports and other related fiscal reports as needed, required, or requested by Director of Operations, Superintendent, and other JCBDD Directors
- In collaboration with the Children’s Service’s Director, collaborates with school officials and completes annual CCIP grant funds budget plan and completes project cash requests
- In collaboration with the EI Supervisor, monitors EI coordination grant and billing of services
- Ensures that appropriate accounting and auditing procedures are implemented and followed
- Coordinates DODD Rental Assistance Program (RAP)
- Maintains all Medicaid systems in coordination with the SSA Director and Director of Operations
- Oversees administration of County allocation and Waiver reimbursement methodology
- Maintains revenue and expenditures accounting for federal, state, and local revenues including but not limited to Medicaid waivers, Targeted Case Management (TCM), and Medicaid Administrative Claiming (MAC)
- Reviews, collates, and submits Targeted Case Management (TCM) billing files
- Assists with maintaining accurate inventory of JCBDD property and completes annual inventory
- Assists with monitoring of outside contracts for compliance and renewal schedules
- Maintains knowledge regarding funding sources, including Medicaid Waivers and services
- Administers employee benefits program
- Serves as JCBDD’s designated Business Manager as required by O.R.C. 5126.121
- Serves as the organizational Assistant Medicaid Administrative Claiming (MAC) Coordinator
- Serves as point of contact for all vendors regarding IT-related solutions and maintains inventory of IT and Audio/Visual-related equipment
- Participates on leadership team and attends administrative staff meeting, board meetings, planning sessions, and other meetings and/or committees as requested or required
- Performs other duties that may be assigned by the Director of Operations, Superintendent, or other designee
Education and Experience:
- Master’s degree in Accounting, Business Administration, Finance, Public Administration, or related field is preferred, Bachelor’s degree in Accounting, Business Administration, Finance, Public Administration, or related field is required.
- A minimum of two years of full-time, supervised, paid work experience with demonstrated competency in accounting, financial management, and budgeting is required.
- Ability to obtain and maintain a Business Manager certification through DODD is required.
