Summary: Assists the County Engineer and should be capable of performing engineering duties performed by the County Engineering Department including but not limited to: plat, construction plan, and drainage plan and calculation reviews for subdivisions and other developments; plan, coordinate, design and develop plans and specifications for County construction projects such as road maintenance/construction and drainage projects; direct engineering drafting and survey activities; perform and/or direct construction inspections and have knowledge of flood plain administration. Be able to effectively communicate with various County Departments and local entities in review and development of projects.

Duties & Responsibilities

Essential Job Functions: Assist with and be capable of collaborating, planning and coordinating in-house projects or projects designed by outside engineering firms for Jefferson County public works projects from inception to completion. Have knowledge of surveying information collection and review, scoping and reviewing geotechnical and drainage studies and calculations for general civil project developments. Have experience in: Project scope development, general civil engineering design, and the development plans and specifications for bidding/construction; Project cost estimating; The handling of pre-bid meetings, bid openings and pre-construction meetings; Evaluation of progress payments to contractors; Overseeing and directing construction inspection staff; Evaluation and handling of construction issues until satisfactory completion. Be knowledgeable in and be able to manage the coordination of other agencies such as TXDOT, drainage districts, water districts, engineering firms and other County Departments related to Jefferson County projects. Knowledge of project work associated with grants is a plus. Perform reviews of subdivision plans, construction plans and drainage plans to ensure compliance with County requirements and prepare review comments. Assist with the research and revision of County Rules and Regulations, as necessary. This position shall be able to respond to complaints and requests for information from the general public and other departments in a professional manner. Assist the County Engineer with the coordination of goals, objectives, policies and procedures necessary to provide engineering services; assist in the development of new or modified policies and procedures. Assist with the preparation of annual capital improvement budget and assist with the monitoring of budgets for assigned projects. Assist with and be able to provide engineering support and reporting to Commissioners Court through studies, surveys and cost estimating on various issues. Assist with interviews, hires, and training of employees. Assist with the review of employment applications and recommendations following interviews.

Education & Experience

Education & Experience: Bachelor’s degree in Civil Engineering or related field with a minimum of ten (10) years of increasingly responsible experience in performing general civil engineering work relative to County Engineering Department related engineering tasks.

Specialized Requirements: Texas Driver’s License and Professional Engineering Certification.

Knowledge, Skills, & Abilities

Equipment Used: Be proficient in the use of a personal computer and associated software such as word processing, PDF, spreadsheet, email and other general office software. At a minimum have knowledge related to CAD, and other engineering/surveying activities including, but not limited to, field survey equipment, GPS equipment; other engineering tools and apparatus as needed, vehicle; general office equipment as needed.

Knowledge, Skills, & Abilities: Knowledge of: the principles and practices of general civil engineering, structural engineering, and the design of public works projects; the principles, practices, and techniques of supervision of professional technical personnel; the County, State, and Federal laws and regulations pertinent to public works projects and flood plain management; Skill in: public works engineering, design, preparation of plans, specifications, and estimates, and project management; scheduling and reviewing engineering design, engineering survey, and flood plain administration; communicating effectively, orally and in writing; establishing and maintaining effective working relationships with developers, engineers, County personnel, and the general public.

Work Situations/Demands/Efforts: Work requires organizing; prioritizing; accuracy and attention to detail; flexibility in order to assist with and coordinate a variety of duties and projects; meeting frequent deadlines; out-of-town travel to attend meetings, seminars, etc.; driving a vehicle to do on-site inspections. Note: Duties as member of County Emergency Management may require irregular hours during storms and local disasters. Work requires solving problems independently and obtaining supervisory approval before implementing solutions, interprets and applies policies and guidelines. Regular and predictable attendance is an essential function of this position.

Working Conditions: Work is performed primarily in a climate controlled private office environment; while performing non-routine outside duties, i.e. on-site inspections, surveying, employee may be subject to adverse weather and environmental conditions.

Physical Requirements: Work is primarily sedentary; job duties require occasional light work moving objects weighing up to 20 lbs., such as files and storage boxes. Duties also require driving a car, reaching, walking, climbing and balancing to do on-site job inspections and field surveys; occasional prolonged sitting when working at computer.
