Position Description :
The Director of Workers' Compensation / Leaves is responsible for coordination of all self-insured Workers' Compensation, General Liability, Auto, and Employer Liability claims; critical assessment of employee medical leave requests; and the Employee Assistance Program.
Reports To : Executive Director of Employee Services
Scope of Responsibility :
- Administer the in-house self-insured Workers' Compensation claims operation.
- Supervise and coordinate all leave processes for the district.
- Supervise workers' compensation and leave technicians.
- Ensure compliance with federal and state laws governing leave benefits and workers' compensation benefits.
- Negotiate all workers' compensation settlements, attend Louisiana Department of Labor mediation hearings and trials, manage litigation on claims, and work closely with Board attorney and / or outside counsel regarding Workers' Compensation legal matters.
- Supervise all expenditures from the Workers' Compensations fund, including overall claim cost estimates and individual claim reserves, the issuance of all indemnity and medical payment checks, and approval or denial of all requests for medical treatment on Workers' Compensation claims.
- Assign, supervise, and direct all adjusters, registered nurses, medical case managers, licensed vocational rehab counselors and private investigators and oversees resultant work product on all Workers' Compensation claims.
- Coordinate all bill review, utilization review, pre-certification, and peer review activities.
- Select authorized independent medical examiners on behalf of the district.
- Coordinate annual reporting and per claim reporting to outside government agencies.
- Collaborate with administrators in all units to solve problems regarding ADA compliance, absenteeism, and job performance for previously injured employees and all employees on leave.
- Oversee the pro-ration and coordination of Title 17 leave benefits with Workers' Compensation benefits and generation of worksheets for salary recalculation to the Payroll Department.
- Direct handling and litigation of all General Liability, Auto, Employers' Liability claims and federal suits to include the approval of reserves and all settlements, acting as school system liaison to the Board attorney and Third-Party Administrators in litigated cases.
- Monitor legislative changes and case law affecting all self-insured claims.
- Work closely with the Chief Human Resources Officer to assure compliance with the integration of applicable JPPSS policies / contracts with Workers' Compensation laws and Title 17 regulations.
- Coordinate medical review functions for leave applications acting as liaison with the medical community and reviewing all employee medical leave requests.
- Performs other duties as assigned by the Chief Human Resources Officer.
