Under direct supervision, the purpose of this position is to procure supplies, materials, equipment and services in a cost-efficient and timely manner, through established department purchasing standards, policies, and procedures and in compliance with exact product specifications. Employees in this classification solicit competitive bid pricing via telephone, written and/or electronic bid processes. Ensure bid forms contain accurate and pertinent information, and availing to vendors/general public (publish on applicable websites). Employees assist in the preparation of specifications for materials to be purchased and for work to be performed by vendors. Issues addenda on specification changes as necessary. Tabulates and analyzes bid responses (quotes) according to purchasing laws and applicable Parish policies and procedures. This position also performs related work as directed. Employees should be able to work independently and with initiative and capable of handling a high volume of technical and specialized tasks pertaining to procurement procedures. Position requires driving of a personal vehicle, thus possession of a valid driver's license, acceptable driving record, and personal automobile with minimum liability insurance available for business use (business travel is reimbursed on a mileage basis) will be given preference.
Meets one of the following options:
I. Current employment and permanent civil service status with Jefferson Parish at or above the level of Administrative Assistant and a minimum of two (2) years of experience with J.P., primarily responsible for purchasing duties involving the AS400 Financial Management System; duties must include placing bids and purchase orders for supplies, materials, equipment, and/or services.
OR
II. Possession of an accredited Associate’s degree (or higher) in Business or a related field. Plus, proficiency in the use of a personal computer, as evidenced by education and/or experience.
OR
III. Possession of a high school diploma or equivalent certificate and a minimum of two (2) years of full-time, paid experience soliciting competitive bid pricing for supplies, materials, equipment, and/or services. Plus, proficiency in the use of a personal computer, as evidenced by education or experience.

(ENTRANCE AND PROMOTIONAL)
The examination may consist of a written test, a rating of training and experience, an oral panel interview or any combination thereof. Acceptable applicants will be notified of the time, date, and place of any assembled testing. Applicants must supply complete and accurate information concerning their training and experience including a detailed description of their work experience, the names and addresses of all previous employers and the dates of employment. The information is subject to verification and the Personnel Department reserves the right to determine the quality and quantity of education and experience claimed for credit.
