Job Summary:
The Program Manager provides administrative support to the Local Facility Chaplain (LFC) to ensure smooth functioning of the Religious Services Program’s (RSP) daily operations.
The Program Manager's primary duty is to provide logistical support for the RSP, including coordinating volunteers, directly communicating with detainees or residents, producing monthly reports, and providing overall administrative support to the program.
If the Program Manager possesses religious credentials and all of the primary functions of the Program Manager are completed then, as a secondary duty, the individual may provide limited planning, supervision, and implementation of religious services and religious instruction.
Responsibility and Authority:
This position is located at the El Paso Texas Service Processing Center. The Program Manager operates under the direct direction of the LFC. The LFC is responsible for implementing a multifaceted RSP designed to serve a diverse religious, cultural, educational, and social population. The PM assists the LFC in limited planning and supervision of the RSP. The PA is entirely responsible for the administrative aspects of the RSP at the facility.
Job Responsibilities:
The basic mission of the PM can be summed up in the following core functions, each with its attendant areas of responsibility.
a) Administration and Management
i. Reviews overall workings of the LFC’s Office to ensure efficiency and flow.
ii. Uses appropriate technology to support the functions of the LFC and others working with the Religious Services Program.
iii. Makes arrangements for meetings, volunteer events, and other relevant purposes.
iv. Sets up and maintains files in the LFC’s office in accordance with program protocol and security and confidentiality requirements.
v. Evaluates inquires and offers referrals to appropriate resources.
vi. Coordinates the volunteer religious service providers.
b) Personnel
i. Maintains list of approved volunteers given to local COR and certifications of volunteer training and endorsement.
ii. Assists volunteers with paperwork for required background check and attendance at required ICE training.
iii. Coordinates visits to detainees by clergy of detainee’s or resident’s faith community.
c) Deliverables
i. Compiles monthly reports on worship services, classes, religious meals, and weddings that are reviewed by the LFC for presentation by the LFC to the COR.
ii. Forwards the completed monthly reports to the National Program Director.
iii. Posts schedule of religious services on all unit and detainee bulletin boards in languages understood by a majority of detainees.
iv. Make arranges with kitchen, security, and other relevant departments for special religious holiday worship services or observances.
v. Completes administrative tasks associated with the organization of religious instruction opportunities.
vi. Identifies needs of detainees for follow-up by the LFC.
vii. Provides information and points of contact to detainees that are seeking conversion to a specific faith.
viii. Addresses detainee inquiries about the process for requesting religious diets through established procedures at the facility.
ix. Provides kitchen and other departments with approved religious diet requests.
d) Facilitate Access to Religious Items
i. Evaluates religious materials coming into the facility and makes recommendations for the expansion of the religious section of the detainee library.
ii. Addresses detainee inquiries about the process for requesting religious items through established procedures at the facility.
iii. Manages the delivery of religious items to detainees through library, commissary, or other distribution point accessible to detainees.
iv. Checks on quality of religious items available to detainees.
v. Solicits the donation of needed religious items.
vi. Purchases religious items with approval from LFC and NPM and keeps all necessary documentation (e.g. invoices and approvals).
Qualifications and Experience Requirements
a) Professional Preparation
i. Academic Requirements: None, a high school diploma or equivalence preferred.
ii. Experience: A minimum of 2 years of relevant experience in field of religion, social work, volunteer coordination, logistics management, or a similar field.
iii. Ecclesiastical Endorsement: Religious credentials are not a requirement for the PA position. Nevertheless in those instances where the LFC possesses religious credentials then an Ecclesiastical Endorsement must be supplied.
a. An Ecclesiastical Endorsement attests to: the applicant's suitability for detention ministry,
b. support for his or her candidacy,
c. a clear assurance statement that the applicant has no present nor past legal or moral barrier to congregational ministry at any level.
d. An affirmation that the applicant will afford detainees or residents of any faith opportunities to pursue their individual religious beliefs and practices.
a. The applicant's relationship to the endorsing body must reflect a minimum two-year association before endorsement
b) Knowledge Required by Position
i. Knowledge of basic security procedures in a detention setting and the skill to implement/maintain these procedures within the religious program.
ii. Knowledge of existing PBNDS or FRS, relevant Policy and Procedure Standards of the ACA, and other guidelines that govern religious programming in secure facilities.
iii. Skill in implementing and monitoring compliance with policy directives/guidelines.
iv. Skill in interpersonal communication with staff, detainees; and volunteers within the facility setting as well as outside agencies and organizations.
v. Knowledge of computers and WORD and related programs.
vi. Spanish language proficiency.
Minimum Requirements of Conduct and Security
a) Criminal Misconduct
Any contract employee who has been arrested or who is under investigation by ay law enforcement agency for alleged criminal misconduct will be removed from performing under this contract pending outcome of the investigation.
b) Background Investigation
All contractor employees shall undergo a background investigation conducted by the ICE Office of Professional Responsibility (OPR) through the COR prior to entry on duty (EOD). OPR may reinvestigate a contractor employee at any time.
c) U.S. Citizen
The contractor is advised that all contractor employees must be U.S. citizens and must have resided in the United States of American three out of the last five years.
d) Illegal Drug Screening
The contractor shall screen all employees for illegal drugs prior to commencing work on this contract and within 30 days of contract award. All contractor employees are subject to random drug testing for the use of illicit drugs. Drug screening is urinalysis to detect the use of amphetamines, cocaine metabolites, opiates (morphine/codeine), phencyclidine (PCP), and marijuana metabolites by an individual. ICE may expand the above list to include additional drugs.
