While on duty, the Emergency Medical Services (EMS) Supervisor maintains primary responsibility for daily operations of the EMS department and of EMS team members that report directly to them through the table of organization, as well as team members for whom they have oversight when on duty.

Responsibilities

A day in the life of a Supervisor, EMS, Paramedic at Hackensack Meridian Health includes:

  • Operations Functions
  • Provides operational oversight to all team members as scheduled during assigned shifts.
  • Maintains staffing throughout the shift, including accurate and timely documentation of schedule changes (e.g. sick calls, coverage, unplanned staffing needs, etc).
  • Monitors operations throughout the shift and responds to calls for service as assigned by dispatch or self-assigned.
  • Operates vehicles safely and professionally in compliance with all applicable laws, regulations, and policies, with due regard for the public's safety.
  • Conducts scheduled and ad hoc readiness briefings.
  • Ensures patient care reports are signed and locked by the end of each shift, including all necessary forms.
  • Ensures on-duty team members complete daily logs and forms and that completed work meets department standards.
  • Escalates any interruption in operations to the EMS chain of command.
  • Submits scheduled and ad hoc administrative reports.
  • Rounds at quarters and with on-duty team members during the shift.
  • Identifies and addresses operational issues and takes corrective action as indicated. This includes, but is not limited to: addressing barriers and providing resources as identified by team members; ensuring physical plant, vehicles, and supplies meet the needs of the department at that time; and escalating issues that are unable to be resolved using established procedures and chain of command.
  • Submits and/or assists team members in submitting event/incident reports.
  • Attends meetings as directed by EMS leadership.
  • Functions, as needed, as a provider within the scope of current licensure and competency.
  • Maintains competency in incident command roles as they relate to EMS. Proficient in performing the role of EMS Branch Director, and capable of supporting front-line team members acting in that role.
  • Develops and maintains relationships with representatives from departments throughout HMH.
  • Correctly interprets and effectively communicates policies, procedures, processes, and standards to team members and internal/external stakeholders as required and/or directed.
  • Removes malfunctioning equipment from use and initiates the repair workflow. Sequesters any equipment involved in an event until reviewed and cleared for use by the appropriate entity (e.g. authorized individuals within EMS, biomedical engineering, risk management, contracted vendor, manufacturer, etc.).
  • Community Relations Functions
  • Develops and maintains relationships with representatives from stakeholder organizations throughout the community, including other healthcare organizations, public safety agencies, and municipalities.
  • Serves in the role of liaison to stakeholders as directed by EMS leadership.
  • HR Functions
  • Serves as a role model for all team members, regardless of reporting relationship. Upholds HMH Standards of Behavior and Code of Conduct.
  • Participates in the recruitment and retention process (e.g. recruiting, interviewing, onboarding, escalation of concerns).
  • Provides feedback to clinical and operational leaders when new team members are onboarding as part of the overall onboarding process. Areas of focus include: training progress, active issues, and action plans.
  • Responds timely and appropriately to conflict situations, facilitating resolutions and positive outcomes whenever possible.
  • Provides feedback to team members on observed and reported behaviors and performance to ensure compliance with HMH policies and regulatory requirements.
  • Participates in the onboarding and annual evaluation processes, including completion of performance evaluations for all direct reports. Solicits feedback from other leaders with indirect reporting relationships.
  • Initiates and/or participates in investigations of reported process deviations and policy violations. This includes preservation of evidence (e.g. sequestering malfunctioning equipment involved in an event, obtaining video files from security, obtaining audio files from dispatch, etc); conducting and documenting party and witness interviews; review of relevant documents (e.g. policies, state regulations, etc); development of recommendations; collaboration with EMS leadership to finalize investigation reports.
  • Contributes to official records of investigations, including documented feedback and disciplinary actions, as well as commendations, in the electronic team member file.
  • Initiates corrective action and/or disciplinary procedures as per HMH policies and guidelines.
  • Financial Functions
  • Collaborates with EMS leadership regarding financial management of departmental activities to ensure efficient utilization of resources.
  • Assists in identifying cost containment opportunities (e.g. new products, revised workflows) and escalates to EMS leadership for consideration.
  • Quality Functions
  • Uses high reliability organization (HRO) principles to guide overall department functions.
  • Maintains awareness of key performance indicators relevant to EMS, including current levels of performance (e.g. clinical performance data, operational performance data, workforce data etc).
  • Participates in performance improvement initiatives as indicated and/or directed by EMS leadership.
  • Escalates all quality concerns through appropriate reporting processes and through the chain of command.
  • Supports and participates in education initiatives (e.g. new or updated policies, procedures, equipment, software, etc.) as needed and/or directed by EMS leadership and educators.
  • Regulatory / Legal Functions
  • Cooperates with all regulatory inquiries under the guidance of EMS leadership. Escalates all feedback, including concerns and issues, to EMS leadership.
  • Supports team members in cooperating with regulatory inquiries. Escalates all feedback, including concerns and issues, to EMS leadership.
  • Other duties and/or projects as assigned.
  • Adheres to HMH Organizational competencies and standards of behavior.

Qualifications

Education, Knowledge, Skills and Abilities Required:

  • High School diploma, general equivalency diploma (GED), and/or GED equivalent programs.
  • Minimum of 3 years of EMS experience.
  • Hazmat EMS operations within 6 months of hire.
  • Advanced word processing skills and intermediate spreadsheet skills.
  • Strong written and verbal communication skills.
  • Introduction to Incident Command System, ICS-100 or Introduction to Incident Command System, ICS-100.b or Introduction to Incident Command System for Healthcare/Hospitals or National Incident Management System.
  • Incident Command System, ICS-200 for Single Resources and Initial Action Incidents or Applying ICS to Healthcare Organizations.
  • ICS-700.a National Incident Management System (NIMS) An Introduction or NIMS-700 National Incident Management System (NIMS) An Introduction.
  • ICS-800.D National Incident Management System (NIMS) National Response Framework, An Introduction.
  • Excellent written and verbal communication skills.
  • Proficient computer skills that may include but are not limited to Microsoft Office and/or Google Suite platforms.

Education, Knowledge, Skills And Abilities Preferred

  • Bachelor's degree.
  • 1 year EMS supervisor experience.

Licenses And Certifications Required

  • Mobile Intensive Care Paramedic Certification or Mobile Intensive Care Nurse Certification or Paramedics Certification.
  • Supervisors must have licensure and certification equivalent to all roles in which they are expected to fulfill to provide staff support.
  • Valid Driver's License from a USA State.
  • AHA Basic Life Support Health Care Provider Certification or BLS Instructor Certification.
  • Advanced Cardiac Life Support Certification or ACLS Instructor Certification.
  • Pediatric Advanced Life Support Certification or PALS Instructor Certification.
  • CEVO Certified Emergency Vehicle Operator or EVOC Emergency Vehicle Operations within 90 days of hire.
