The Senior HR Manager is responsible for the seamless implementation of Human Resource activities involving policy development, workforce planning, talent management, compensation, benefits, and labor relations. This Senior Manager maintains high-level knowledge of the organizations finance metrics, strategic planning goals and objectives, and culture values. Duties And Responsibilities
Strategic Workforce Planning
- Analyze and study workforce population encompassing direct labor and indirect labor
- Develop and manage strategic workforce planning by proactively gathering and analyzing data with useful HR metrics (i.e. time to hire and employee turnover rates, counter-offers, opportunity promotions, and effectively advise business managers).
- Propose workforce planning strategies to resolve end-to-end business needs and challenges
- Own, lead, and manage workforce planning projects at the local site level and conduct cross-site benchmarking both internally and externally.
- Align sustainable University Relations (UR) planning with Talent Acquisition team to hire the right critical talents
- Support all employer branding activities in line with corporate and local HR strategy
- Perform candidate and employee experience pulse check
- Manage full cycle of recruiting, hiring and onboarding for new Direct Labor employees (local and foreign workers) and ensure compliance to JJE Global Social Responsibility standards
- Implement and evaluate accelerated development program for New College Graduates (NCGs) to ensure healthy pipeline support for organization succession planning.
- Closely monitor and follow-up on developmental action plans of key talents / successors to ensure business continuity and organizational leadership bench strength.
- Align with management and employees at all levels to identify and assess critical training needs of various departments to ensure employees are efficiently upskilled for increased productivity.
- Build a high performance culture through effective management of employee performance in an effort to increase organizational productivity.
- Partner closely with business operations to identifying key performers, remove career roadmap obstacles, and plan for creative and alternate career pathways.
- Support the implementation of global HR policies, processes, tools, and programs in the specific areas of responsibility within North America.
- Assist management in annual compensation activities including reward planning, performance bonus planning, and long-term incentive planning.
- Develop executive compensation and executive health plans
- Supervise day-to-day activities of JJEs HR Information Systems
- Ensure data integrity in systems by regularly analyzing data accuracy
- Design user-friendly processes, guidelines, and documentation for employees
- Develop North American HR annual calendar
- Manage and partner with HR and Operations teams to co-develop an effective new hire onboarding program.
- Provide an effective and dedicated HR advisory service to employees in relation to absence and health issues, conduct and capability, grievance matters, organizational change, compensation, benefits, and all other employee-relations matters.
- Partner with business leaders to incorporate improvements and identify opportunities to develop a wining workforce and culture.
- Develop a survey to promote employee engagement and positive working environment.
- Manage and partner with HR and the North America Legal team in co-developing effective local HR governing policies

Primary Requirements for the Role:
- BS/MS (Masters preferred) Degree in the discipline of Human Resources
- Ideally possess 8 – 10 years of relevant HR experience
- Knowledge of Manufacturing and/or High Technology industry preferred
- Understanding of domestic and international human resources policies and procedures
- Good knowledge of local and domestic employment labor laws
- Tactful communication and people skills including the ability to connect and work with the global community.
- Strong analytical and observation skills
- Solid proficiency in Microsoft 365, Business Intelligence, and other HR/Office efficiency and analytical tools.
- Ability to work collaboratively with co-workers in a results-driven team approach
- Language skills: English primary; Mandarin is a plus
