Job Location : Candidates are preferred in any one of the eight Texas offices including Houston, Round Rock, Austin, McKinney, San Antonio, Shiner, Longview, or El Paso. Candidates will also be considered in any JMT Office Nationwide. Remote employees not within commuting distance of a JMT office location will also be considered.
Position Summary : Manages and prepares documentation under the National Environmental Policy Act of 1969 (NEPA). Manages, directs, and oversees work of NEPA Specialists or Environmental Scientists. This position will provide staff augmentation to the Environmental Services Department of a local government agency.
Essential Functions and Responsibilities
Manage environmental tasks and attend project meetings as requested by the Planning, Engineering, Construction, or Infrastructure DivisionsSupport project managers in overseeing the successful planning and execution of federally funded projects by managing environmental scope and consultants, providing environmental compliance recommendations, updating project schedules, and assisting with planning preliminary engineering, and design-phase alternatives analysisAdvise project managers, Risk Management, Property Acquisitions, and Project Delivery Teams in identifying project risks, choice limiting actions, changes in regulatory requirements, and status updates for designated projects and funding programsAid the Grants Management Team in project selection, grant applications, requests for information (RFIs), and technical assistance requestsPrepare public and tribal notices on behalf of federal partners and support Communications in responding to public information requests and commentsManage consultants performing environmental support tasks through administrative functions, which include requesting, reviewing, and approving proposals and bidsProvide quality control and quality assurance of deliverables received from consultants and contractorsEnsure compliance with federal, state, and local environmental laws, rules, and regulations with an emphasis on NEPAWork with other District departmental staff, non-profit organizations, federal, state, and local governments to facilitate joint use projects within the District’s facilitiesConduct environmental research and investigations, as required, and track projects in the District’s applicable databasesNonessential Functions and Responsibilities
Supports and / or participates in permitting processes, field investigations, including wetland delineations, forest stand delineations, threatened and endangered species surveys, and environmental compliance surveys (, stormwater management facilities, erosion and sediment control procedures, etc.)Performs other related duties as assignedRequired Experience
Bachelor’s degree in natural or resource management, environmental or natural science, planning, or a related field, plus 5 years of experience with essential functions and responsibilities as outlined aboveExpertise with NEPA regulations and requirements including, at minimum, 40 CFR 1500-1508Experience in planning, preparation and analysis / review of NEPA documents for water resources clients for large drainage improvement projects such as channel conveyance and stormwater detention basinsExperience working with FEMA, USFWS, USACE, HUD, EPA, NRCS, and USDA is preferredAt least one year of demonstrated experience with managing complex and unique NEPA projects for various federal, state, and local municipality clientsProject management experience is desired, including developing and managing budgets, schedules, and quality of productsProficiency in Microsoft Office Word, Excel, and PowerpointPreferred Experience
Master’s degree in natural resource management, environmental or natural science, planning, or a related field, or a law degreeProfessional certification or license such as American Institute of Certified Planners, Certified Environmental Professional, or Project Management ProfessionalProficiency or familiarity in GIS, AutoCADD and / or MicrostationFamiliarity with Federal, State, and Local environmental rules and regulations, with demonstrated proficiency in NEPA complianceCan work independently with limited supervisionAbility to adapt rapidly to changing regulatory regimes and requirementsExcellent written and verbal communication and organizational skillsAdept at mastering new concepts quicklyAbility to prioritize and manage multiple projects and / or assignmentsConfident in working with a variety of stakeholders, including : the public, interest groups, government personnel, and external organizationsStrong skills using Microsoft Office applications (Outlook, Word, PowerPoint, and Excel)Familiarity using Adobe Acrobat and Bluebeam, with emphasis on electronic editing toolsWorking Conditions
Work is performed within a general office environment approximately 90% of the time. Office work is generally sedentary in nature but may require occasional standing and walking. Office work is performed with adequate lighting and temperature, with no hazardous or unpleasant conditions caused by noise, dust, etc.
Field work is required approximately 10% of the time and is conducted outdoors in heat / cold, wet / humid, and dry / arid conditions. Field work will require walking and carrying field equipment over typical outdoor terrain. Some lifting (up to 25 lbs) may be required as needed.
