The Wolf Creek Job Corps CCC is conducting a pre-vacancy announcement outreach for a highly skilled and qualified candidate to fill a Health and Wellness Director position. This position is permanent, full-time, with a duty station in Glide, OR. This notification is being circulated to inform prospective applicants of this upcoming opportunity and to determine interest in the position. ***THE POSITION***

This position is located on a Forest Service Job Corps Civilian Conservation Center. The incumbent is responsible for administering a comprehensive Community Health Care program within the assigned Job Corps Civilian Conservation Center, providing a variety of health care functions such as assessment, treatment, counseling, and education to a student population with diverse socio-economic backgrounds. The medical, dental, and nursing needs for students are not predictable, but are normally of a non-critical nature.

The incumbent assists students, peers, and subordinates in understanding the relevance of, and promotes the development of positive social skills among students through modeling appropriate behavior, positive intervention, and positively intervening and teaching appropriate employability skills for workplace success. Participates in the Center Behavior Management System (BMS) and/or the Student Standards of Conduct (SSC) program as necessary to insure proper workplace conduct, appearance, and behavior. Sets a positive example as a role model to students by displaying appropriate etiquette, timeliness, and dress.

The incumbent assists staff with training related to the physical, mental, and emotional health of the students. The incumbent ensures that students with disabilities are given needed reasonable accommodations and assists staff in trainings related to dealing with students with disabilities.

In accordance with USDA Department Regulation 4430-792-2, this position is a Testing Designated Position (TDP) under the USDA Drug Free Workplace Program and subject to pre-employment drug testing. All applicants selected for this position will be required to submit to a urinalysis to screen for illegal drug use prior to appointment. Incumbents of this position will be required to submit to a urinalysis on an ongoing random basis, after appointment as directed.

MAJOR DUTIES

Incumbent is responsible for administering a comprehensive community health care program providing primary health care to students at a Job Corps Civilian Conservation Center. Duties include maintaining a system of medical records, accident forms, and preparation of reports (narrative and/or statistical) as required. Ensures adherence to all Privacy Act requirements are met. Serves as the Contracting Officers Representative (COR) for various contracts which include supplies and/or services related to the health and wellness of the student population. Responsible for budget expenditures and processing bills for payment. Requisitions, stores, issues and accounts for medical supplies and drugs on the advice of the physician and administrative direction. Maintains proper safeguards for the storage of critical supplies, such as controlled substances, in accordance with all existing regulations. Arranges for maintenance of the dispensary and equipment. Recommends and does market research for the purchase of new equipment and changes in service and treatment.

Partners with leadership to implement the Forest Service Job Corps National Office strategic plan. Analyzes and recommends changes to business practices and policies. Explores solutions to problems and recommends action based on the results of studies, surveys, and individual interviews which impact the nursing programs throughout Job Corps. Keeps management informed of new or revised policies, regulations, and procedures that affect the center and organization. Exercises significant responsibility in dealing with officials of other units or organizations.

Interprets and ensures adherence to Center and nursing philosophy, policies, and procedures. Plans and carries out inspections and assistance reviews at field units to keep informed of local conditions, concerns, and trends to determine compliance with policies, objectives, and standards. Determines effectiveness of current policies and procedures. Prepares findings and reports with analysis and evaluation of adequacy and effectiveness within the Nursing program and recommends remedial actions. Interacts with other agency staff at the national and regional levels. Determines best methods of information exchange and coordination with National and Regional staff, cooperating agencies, and partners, which are concerned with program processes, use of resources, and quality of outputs.

Has responsibility for oversight, hiring and recruitment within wellness, training, standard operating procedures, center operating procedures, Department of Labor reviews, liaison between Forest Service Program Coordinators for nursing and center staff, and support of the comprehensive Community Health Care programs located on all Forest Service Job Corps Civilian Conservation Centers.

Assists in the evaluation of all program functions to identify areas to improve operational effectiveness and recommends necessary corrective actions.

Coordinates health and medical educational sessions for staff and students as needed, and provides health guidance, standards, guides, and similar materials pertaining to medical and mental health of students and staff.

Provides input in making recommendations concerning systems and methods used as it pertains to medical safety, and individual medical issues throughout the trades and center activities to control or eliminate safety and health hazards to all students and staff.

Ensures comprehensive standing operating procedures and protocols for all elements of the wellness center are written and updated as changes occur. Reviews policies and procedures pertinent to the wellness center and Risk Management on an annual basis to ensure adequacy.

Places exceptional emphasis on implementing and administering regulations governing the safeguarding of patient information and medical records in accordance with HIPAA and the Privacy Act. Complies with the provisions of security and safety regulations.

Following Federal and Agency policy which includes Civil Rights, HIPAA, Americans with Disability Act, etc., promotes acceptance and adherence to provisions of such programs as Equal Opportunity, physically handicapped, and other similar special emphasis programs. Participates in quality assurance, utilization review, risk management, and peer review activities.

Maintains ongoing status of each case being reviewed within the ECOMP arena which may include incidents, locations of occurrences, providers involved, employees involved, etc.

Incumbent holds regularly scheduled sick-call; provides assessment, diagnosis, and treatment of minor illness; administers medications and treatments in accordance with authorized physicians Standing Orders. Provides primary care for trauma cases, including suturing if certified; emergency care; and management of chronic health problems. Makes referrals to private physicians, dentists, clinics, community resources, or specialized services based upon assessment of the students physical and/or emotional needs. Provides case management services and follow-up care, treatment, or relay of information by telephone and/or interview on illness, injuries, dental problems, test results, etc., by contacting parents/guardians, clinics, physicians, mental health providers, etc.

Counsels, educates, and trains students on a variety of health subjects such as hygiene, prevention of pregnancy, family planning, STDs, HIV, stress reduction, mindfulness, mental health, substance abuse, sexual harassment, bullying, nutrition, exercise and specified information on illnesses and disease prevention.

Counsels students about matters relevant to their vocational and academic performance and other related concerns to encourage and motivate them to succeed in the classroom and after graduation. Handles student disciplinary and/or behavioral problems. Emphasizes and instructs students regarding the importance of personal hygiene, professional appearance, job punctuality, and reliability. Communicates to students the importance of cooperation with fellow workers, acceptance of constructive criticism, following instructions, and respecting the value of company and personal property.

Performs other duties as assigned.

SUPERVISORY RESPONSIBILITIES (20% or less of the time).

Plans the work to be accomplished by the unit, assigns work to employees, and establishes production or quality standards for the unit’s work. Establishes and communicates guidelines and performance requirements to employees, conducts formal performance reviews, and identifies and provides for the developmental and training needs of employees. Hears and resolves employee complaints, effects minor disciplinary measures, and recommends action in more serious cases. Performs administrative and human resources management functions for the unit, provides advice, counsel, or instruction on both administrative and work matters, and assures full compliance with safety regulations.

The Center is a Co-Ed residential training program for eligible youth, ages 16 to 24. Students are provided educational, social, and vocational skills training, while assisting in the conservation of the Nation’s public natural resources. The Center offers several vocational training choices for students. Students may also earn a GED or High school diploma along with other certifications.

Job Type: Full-time

Pay: $82,830.00 - $107,680.00 per year
