Position: Community Service Officer I
Location: Elk River Police Department, 13077 Orono Parkway
Pay Rate: Starting pay is $23.43 per hour
Schedule: Must be available part-time, 24 hours per week, primarily evenings and weekends.
Position Summary: The Community Service Officer I provides a variety of support services to the police department such as animal control, parking regulation enforcement, equipment maintenance, and administrative support.
Essential Functions
- Performs patrol duties.
- Patrols City to enforce parking regulations and animal ordinances.
- Observes traffic and other law enforcement problems and reports for action by patrol officers.
- Responds to non-criminal public calls for service. (i.e. lock-outs, motorist assists, found property, etc.)
- Provides other support to police officers as needed/directed. (i.e. traffic control, non-custodial transports, funeral escorts, etc.)
- Performs security checks of various locations throughout the city (i.e. parks, homes on the weekly security checklist, businesses, other areas as directed by a supervisor.)
- Enforces ordinance violations (pickup of illegal signs, junk/abandoned vehicles, etc.)
- Performs animal control duties.
- Picks up stray animals found during routine patrol or in response to complaint.
- Maintains records of controlled animals and their disposition.
- Responds to other types of animal complaints.
- Responds to and follows up on animal bite complaints.
- Performs administrative activities.
- Delivers agenda packets to council and various commission members.
- Receives public safety calls and dispatches appropriate units.
- Performs other administrative duties as assigned (i.e. money runs, park donation pick-ups, park closing, etc.
- Performs other essential job duties.
- Regular and timely work attendance.
- Follows all safety procedures.
- Participates in safety training.
Required Knowledge, Skills, and Abilities
- Knowledge of breeds and temperaments of various animals (primarily dogs and cats).
- Knowledge of methods and techniques of animal control and apprehension.
- Knowledge, skill, and ability to effectively use personal and departmental equipment.
- Skill to communicate effectively with a variety of groups such as youth, business people, and seniors.
- Ability to comprehend and apply federal, state, county, and city criminal, traffic, and other civil laws.
- Ability to prepare routine reports, case files, and correspondence.
- Ability to work under stressful situations involving intense public contact.
- Ability to exercise sound judgment to enforce specified ordinances.
- Ability to work within the scope of this position’s duties and authority.
- Ability to work in an outdoor environment and in inclement weather.
Minimum Qualifications
- High school diploma or equivalent.
- Must be currently enrolled in or will be enrolled in an accredited law enforcement program by October 1st of this calendar year.
- Emergency Medical Responder Certification or ability to obtain within one year of hire.
- Valid and unrestricted driver’s license.
- Minimum 18 years of age.
