Position: Payroll Clerk (Part Time - 30 hours weekly)

Job Summary:
- Review, verify, and process employee timesheets in accordance with labor laws and district policies.
- Coordinate payroll runs using OnePoint HRIS system, ensuring accuracy and compliance with state and federal regulations.
- Maintain knowledge of California public employee healthcare and special district payroll requirements.
- Reconcile payroll discrepancies and audit payroll reports to ensure proper deductions, contributions, and earnings.
- Respond to complex payroll-related inquiries, providing guidance to employees and management.
- Prepare and process payroll adjustments, special checks, and retroactive payments as needed.
- Generate and file payroll reports while ensuring compliance with reporting requirements.
- Assist the Fiscal Services Manager with payroll audits and regulatory filings.
- Enter and manage financial data within computerized financial systems, ensuring data integrity and accuracy.
- Perform additional payroll and accounting duties as assigned.

Essential Skills:
- In-depth knowledge of and ability to apply State and Federal payroll laws, including California-specific labor regulations and special district payroll policies.
- Proficiency in payroll systems, preferably OnePoint HRIS, with experience processing payroll for public employees.
- Strong attention to detail and ability to verify complex payroll components, including tax withholdings, benefit contributions, and retirement plans.
- Strong mathematical skills with the ability to perform calculations with speed and accuracy.
- Proficiency in data entry and reconciliation of payroll records.
- Familiarity with office procedures, including filing systems, telephone etiquette, and letter/report writing.
- Ability to work independently, make sound judgments, and establish effective working relationships.
- Excellent communication skills, both written and verbal.
- Typing proficiency of at least 50 words per minute and experience with a 10-key adding machine and other essential office equipment.
- Proficient and efficient with MS Office tools, particularly skilled in Excel, including functions, formulas, and data analysis.

Minimum Qualifications:
- High school diploma or equivalent, with coursework or experience in bookkeeping, accounting, or payroll-related subjects.
- Minimum of 3 years of payroll processing experience, preferably within a California public agency, healthcare district, or special district.
- Experience with OnePoint HRIS or similar payroll systems preferred.
- Strong knowledge of California public employee healthcare benefits, tax laws, and retirement plan administration.
